The Subject Of The Public Procurement Is The Execution Of The Srd, Representing The Reconstruction Of Electrical Equipment In The Substation Kitchen Block Of Mbal National Cardiology Hospital Ead. A Detailed Description Of The Types And Quantities Of Srd, Which Should Be Carried Out In Fulfillment Of The Subject Of The Order As Well As The Types Of Accompanying Activities, Is Available In The Bill Of Quantities, Which Is Technical Annex No. 1 To Section I Of The Participation Documentation And An Integral Part Thereof. The Order Is Not Divided Into Separate Items, And The Reasons For This Are As Follows: In Connection With Art. 46, Para. 1 Of The Public Procurement Procedure, The Contracting Authority Does Not Divide The Order Into Separate Items, Because Given Its Nature, Such A Division Is Inexpedient. The Activities Included In The Scope Of The Order Refer To One Object And Are Interconnected With Each Other. The Division Of The Public Procurement Into Two Separate Positions - Design And Construction Is Inappropriate. The Conduct Of A Procedure That Combines Design And Execution Of Construction Is Expressly Provided For In The Public Works Plan. The Construction Activities And, Accordingly, The Technical Proposal For Their Implementation Are Directly Dependent On The Design And The Solutions Foreseen During The Preparation Of The Technical Project. When Awarding The Public Contract To A Contractor For The Preparation Of The Necessary Projects And For The Execution Of The Construction, The Project Proposal That Will Be Executed By The Contractors Design Team Will Be Maximally Consistent With Its Technical Capacity And Resources Necessary For The Execution Of The Order In Accordance With The Requirements Of The Contracting Authority, Which Will Also Contribute To Increasing The Quality And Completion Of The Construction On Time. In The Present Case, Not Only Are There No Prerequisites For The Contracting Authority Requiring The Division Of The Contract Into Separate Items, But Otherwise It Would Make It Difficult Both To Award And To Carry Out Current And Subsequent Control During The Execution Of The Contract Subsequently, And It Is Technically And Economically Unjustified With A View To Achieving The Ultimate Goal Of The Public Procurement, Namely The Reconstruction Of Electrical Equipment In A Substation To Meet All Regulatory Requirements
