The Correct Elaboration Of The Offers Requires That The Bidders Know Directly The Current State Of The Lands, The Real Conditions Of Access, The Limitations Derived From The Coexistence With The Works In Progress And The Conditions That May Affect The Planning And Execution Of The Works. This Need Becomes Especially Relevant Given That The Coordination Of Concurrent Works Constitutes An Essential Element Of The Execution Of The Contract And An Aspect Directly Linked To The Award Criteria And The Contractual Obligations That The Awardee Will Have To Assume.
