Tenders are invited for Gender-Based Violence (GBV) Consultant Under the project Inclusive Pathways to Protection: Strengthening GBV and Substance Use Responses for Women and Girls in Lebanon, supported by the Womens Peace and Humanitarian Fund (WPHF), aims to strengthen inclusive, gender-sensitive, and coordinated protection responses for women and girls affected by both gender-based violence (GBV) and substance use (SU) in Lebanon. The project focuses on improving access to safe and stigma-free services, strengthening institutional capacities of civil society organizations, enhancing community outreach, and supporting inter-agency coordination and referral mechanisms. It is implemented in Beirut and Mount Lebanon, with a focus on women and girls facing intersecting vulnerabilities within the context of Lebanons ongoing economic, social, and humanitarian crises. Background Skoun Lebanese Addictions Center is implementing a project aimed at improving the protection, wellbeing, and resilience of crisis-affected women and gender diverse people affected by substance use and gender-based violence (GBV). The project adopts a rights-based, gender-sensitive, trauma-informed, and harm-reduction approach to strengthen both service delivery and institutional responses to the intersection of GBV and substance use. Despite existing GBV coordination mechanisms in Lebanon, substance use considerations remain insufficiently integrated into referral pathways, case management systems, and inter-agency coordination practices. As a result, women who use drugs or are affected by substance use often face stigma, discrimination, and barriers in accessing appropriate protection and health services. To address these gaps, the project will support the co-development, piloting, and validation of a Substance UseSensitive GBV Referral and Coordination Protocol, along with an accompanying implementation toolkit to strengthen safe referrals, ethical case management, and inter-sectoral coordination. Purpose of the Consultancy The purpose of this consultancy is to lead the development, piloting, and validation of a Substance UseSensitive GBV Referral and Coordination Protocol and its accompanying toolkit in collaboration with Skoun, the GBV Working Group, the Ministry of Public Health (MoPH), the National Mental Health Programme (NMHP), and relevant civil society organizations. The consultancy aims to strengthen inter-agency coordination and enhance institutional capacity to respond effectively to the intersecting vulnerabilities of GBV and substance use in a safe, ethical, and survivor-centered manner. Scope of Work Under the supervision of the Project Coordinator, the GBV Consultant will undertake the following tasks: 4.1 Assessment and Technical Review Review existing national and inter-agency GBV referral pathways, protocols, and coordination mechanisms. Identify gaps and opportunities for integrating substance use considerations within GBV systems and services. Review international guidelines and best practices on GBV, substance use, and humanitarian response. Protocol Development Lead the development of a Substance UseSensitive GBV Referral and Coordination Protocol, ensuring: Safe and ethical referral pathways; Survivor-centered, trauma-informed, and gender-sensitive approaches; Confidentiality and informed consent; Strengthened coordination between GBV, health, mental health, and substance use services. Institutional Toolkit Development Develop an implementation toolkit, including: Standardized referral forms; Screening and identification tools; Case coordination templates; Monitoring and indicator tools; Practical guidance notes for inter-sectoral implementation Facilitation of Participatory Workshops Facilitate two participatory workshops for approximately 40 staff from 5 CSOs to co-design and refine the protocol and toolkit. Facilitate two technical workshops for approximately 20 focal points to pilot and adapt tools and procedures. Document key discussions, feedback, and recommendations. Piloting and Validation Provide technical support to pilot the protocol through inter-agency case referrals. Collect and integrate feedback from implementation. Revise and finalize the protocol and toolkit. Support a national validation and dissemination meeting with relevant coordination actors for endorsement Deliverables The consultant will deliver: Inception report (methodology, work plan, timeline). Desk review and gap analysis report. Draft Substance UseSensitive GBV Referral and Coordination Protocol. Final institutional toolkit (forms, tools, templates, and guidance notes). Facilitation of: Two CSO workshops; Two technical workshops; One national validation meeting. Final protocol and toolkit incorporating feedback and pilot results. Final consultancy report (findings, lessons learned, recommendations). Reporting and Supervision The consultant will report to the Project Coordinator and work closely with: Ministry of Public Health (MoPH) National Mental Health Programme (NMHP) GBV Working Group Participating civil society organizations and focal points Duration of the Consultancy The consultancy will be implemented over a defined timeline within the project period (July 2026 March 2028), covering all phases including assessment, development, consultation, piloting, revision, and validation. The exact duration will be agreed upon contract signature based on the work plan. Required Qualifications and Experience The consultant should possess: Advanced degree in Gender Studies, Social Work, Public Health, Psychology, Law, or related field; Minimum 5 years of experience in GBV programming and coordination; Proven experience in developing referral pathways, SOPs, protocols, and inter-agency mechanisms; Strong knowledge of GBV principles including survivor-centered and trauma-informed approaches; Understanding of substance use and mental health and their intersection with GBV; Experience facilitating multi-stakeholder workshops; Experience working with government, UN agencies, and civil society; Strong analytical and report-writing skills; Fluency in Arabic and English Closing Date: Saturday, 11.
