Tenders are invited for Consultancy for Emergency Preparedness, Adaptive Programming and Contingency Planning. Closing Date: Friday, 10. Jul 2026 Intervention Sector(s): Children & Youth, Development, Human Rights & Protection Remuneration range: 4000 to 5000 (USD) Duration of Contract: 6 weeks (including 2-3 workshop days) BACKGROUND Asmae - Association Sur Emmanuelle is a French international NGO founded in 1980 by Sister Emmanuelle. It is committed to improving the lives of vulnerable children and their families through education, livelihoods, and child protection interventions. Asmaes approach focuses on strengthening the capacities of local civil society organizations (CSOs) and supporting them in becoming more autonomous, effective, and sustainable. In Lebanon, Asmae collaborates with Farah Social Foundation (FSF) under the BRIDGE project. FSF is a Lebanese organization working with vulnerable communities through integrated development interventions and community-based approaches. Through this partnership, Asmae supports FSF in strengthening its institutional capacities, improving the quality and sustainability of its programmes, and enhancing its ability to respond effectively to a rapidly changing context. Lebanon continues to face multiple and overlapping crises, including economic instability, armed conflict, displacement, and sudden humanitarian emergencies. These evolving conditions can significantly affect the implementation of development programmes and require organizations to continuously adapt while ensuring the safety and well-being of staff and maintaining support to communities. As part of its organizational strengthening efforts, Asmae is launching a call for consultancy to support Farah Social Foundation in strengthening its preparedness and adaptive capacities. The need for this support emerged from recent organizational assessments and ongoing contextual developments, highlighting the importance of having robust mechanisms that enable the organization to anticipate different emergency scenarios, adapt existing programmes in line with donor flexibility and emerging needs, mobilize resources efficiently, and ensure programmes continuity while prioritizing staff safety and security. OBJECTIVE The objective of this consultancy is to strengthen Farah Social Foundations organizational preparedness and adaptive capacities to enable the organization to anticipate and manage emergencies, ensure staff safety and operational continuity, and adapt its development programmes in response to evolving contexts and needs. OVERVIEW OF THE OBJECTIVES Assess FSFs current organizational preparedness and adaptive capacities. Analyze existing programmes, strategies, resources, structures, and systems to determine their ability to respond to emergencies and contextual changes. Identify key risks, gaps, strengths, and opportunities for adaptation. Assess the degree of flexibility within ongoing development programmes and explore options for adapting interventions based on changing needs, scenarios of emergency and donor requirements. Examine resource availability and internal capacities to mobilize and reallocate resources without negatively affecting other programmes. Strengthen organizational mechanisms to ensure staff safety and security during crises. Facilitate participatory scenario analysis and contingency planning exercises and workshop. Develop practical and realistic contingency plans for different emergency scenarios. Promote organizational ownership and sustainability of the developed mechanisms and tools. METHODOLOGY AND TOPICS The following topics are expected to be covered during the consultancy: Inception and Planning Meet with Asmae and FSF teams to align expectations and objectives. Review key organizational documents, strategies, programme documents, assessments, policies, and operational tools. Develop a detailed workplan and methodology. Organizational Capacity Assessment Conduct a comprehensive assessment covering: Strategic Dimension Organizational strategy and priorities. Existing preparedness and response mechanisms. Decision-making structures and governance arrangements. Programmatic Dimension Current development programmes and projects. Programmatic flexibility and potential adaptation pathways. Donor requirements and flexibility mechanisms. Ability to integrate emergency response components within ongoing programmes. Operational Dimension Human resources and key functions. Supply chains and logistics arrangements. Communication and coordination mechanisms. Existing assessment and monitoring tools. Operational continuity mechanisms. Resource and Capacity Mapping Available internal resources and surge capacities. Financial and human resource capacities. Opportunities for resource mobilization during emergencies. Potential implications of reallocating resources on other programmes. Safety and Security Existing safety and security arrangements. Staff duty of care mechanisms. Risk exposure and mitigation measures. Emergency communication and evacuation procedures Scenario Analysis and Contingency Planning Facilitate participatory exercises with key staff and management to: Identify potential emergency scenarios and triggers. Analyze operational implications under each scenario. Define decision-making mechanisms and roles. Establish thresholds and activation procedures. Develop adaptation measures for ongoing programmes. Identify resource requirements and mobilization options. Define staff safety and security protocols. Establish internal and external communication mechanisms. Capacity-Building and Training Development of Tools and Frameworks Organizational Emergency Preparedness Framework. Scenario-Based Contingency Plans. Adaptive Programming Frameworks. Resource Mobilization and Surge Capacity Mechanisms. Programmes Continuity Measures. Staff Safety and Security Procedures. Emergency Communication Protocols. Roles and Responsibilities Matrix. Ensure that all developed tools are aligned with humanitarian principles, organizational realities, and applicable national frameworks Capacity Building and Workshops Design and facilitate participatory workshops with management and technical staff to: Present assessment findings. Validate priorities and assumptions. Conduct scenario-planning exercises. Simulate emergency situations and decision-making processes. Build capacities on adaptive programming and contingency planning. Ensure ownership and internalization of the developed mechanisms. Finalization and Handover Validate tools and contingency plans with FSF and Asmae. Provide recommendations and a roadmap for implementation. Submit all final documentation and consultancy report. TASKS AND EXPECTED DELIVERABLES Please check the attached TOR QUALIFICATIONS This consultancy is open to individuals or firms meeting the following minimum requirements: University degree in Business Administration, Organizational Development, Social Sciences, Humanitarian Studies, Risk Management, or related fields. Minimum of 7 years of experience in emergency preparedness, adaptive programming, organizational development, or humanitarian response. Proven experience in facilitating strategic assessments and developing contingency plans for NGOs or CSOs. Strong understanding of development-humanitarian nexus approaches and adaptive programming. Demonstrated experience in conducting participatory workshops and capacity strengthening Strong knowledge of the Lebanese context and civil society landscape. Familiarity with donor requirements and programme adaptation approaches. Excellent facilitation, analytical and communication skills. Sensitivity to gender, diversity, and different cultural backgrounds. Fluency in Arabic and English, spoken and written. Ability to deliver high-quality outputs within agreed timelines.
