Services Incidental To Logging - Clearing Of Non-Cultivated Areas In The Public Interest. Creation Of A Dynamic Procurement System (Dbr) For The Public Interest Clearing Of Uncultivated Land In An Area Of Only 1,812 Hectares. The Goal Of Public Interest Pruning Is To Eliminate Vineyards That Are Not Cultivated, Neglected Or Pose A Plant Health Risk In Such A Way That They No Longer Serve As A Source Of Infection, And That They Do Not Endanger The Plant Health Status And Economic Viability Of The Surrounding Plantations. The Main Reason Is To Prevent The Spread Of The Golden Yellow Phytoplasma (Flavescence Dorée - Fd) Of The Grapes. Fd Is One Of The Most Serious Grape-Damaging Diseases In Europe, Which Has Appeared In Almost The Entire Wine-Growing Area Of Hungary. The Infection Spreads Rapidly And Cannot Be Cured By Direct Plant Protection Treatment, Therefore The Eradication Of Infected Or Uncultivated Plantations Is One Of The Most Important Elements Of Protection. The Goal Of The Public Interest Felling Is Therefore Not Only To Eradicate The Given Plantation, But To Maintain Regional Phytosanitary Safety, Protect The Interests Of Producers, And Prevent The Spread Of Quarantine Pests. The Estimated Value Of The Total Quantity That The Contracting Authority Intends To Order During The Period Of Operation Of The Dbr: Huf 866,141,732 Net. The Expected Size Of Each Contract To Be Awarded Within The Framework Of The Dbr Is Work On An Area Of 41 Hectares. Cutting Down Is A Complex Physical And Technical Activity During Which The Entire Plant Population Of The Vineyard Is Removed In Such A Way That The Regeneration Or Regrowth Of The Stems Is Not Possible. During Pruning, It Is Obligatory To Remove: • The Entire Above-Ground Part Of The Vines, • And At Least The Root Trunk From The Underground Parts. The Root Stock Must Be Removed Or Extracted To A Depth That Ensures That Re-Sprouting Is Excluded. The Minimum Expected Depth Of This Is Approximately: 15-20 Cm For Firm Soil, ~50 Cm For Loose Soil. Excision Cannot Be Considered Accomplished Simply By Cutting Or Grinding The Surface Of The Capitals. The Purpose Of The Operation Is To Eliminate The Biological Viability Of The Plant. Cutting Includes: • Collecting The Plant Remains, • Shredding, Burning Or Transporting Them On Site, • And Returning The Area To An Orderly State. If The Plantation Has A Support System, Dismantling The Support System And Depositing It At The Edge Of The Area Is Also Part Of The Task (Wooden Stakes That Are Part Of The Support System Must Be Treated In The Same Way As Grape Plant Remains). Technical Specifications For Areas Overgrown With Woody Vegetation If The Affected Vineyard Or A Part Of It Is Overgrown With Woody Vegetation (Except For Orchards), The Contractor Is Also Obliged To Carry Out The Following Works. In This Case, The Purpose Of The Eradication Works Is Not Only To Remove The Vines, But Also To Eliminate The Secondary Woody Vegetation That Has Developed In The Plantation, As Well As To Eradicate The Plant Stock Acting As A Phytosanitary Reservoir.
