The Ostrobothnia Welfare Region Is Preparing A Tender For The Contractors Of The Axel New Construction Project. We Ask Interested Contractors To Contact Us In Advance Through This Market Survey By Freely Answering The Questions Presented Here. The Purpose Of This Market Survey Is To Find Out The Interest Of Companies Operating In The Field To Participate In The Procurement, Their Opinion On The Procurement Model, The Suitability And Quality Requirements Of The Procurement, The Schedules, And The Contract Packages, So That The Actual Request For Tender Can Provide As Clear And Comparable Offers As Possible. Project Presentation: The Axel New Construction Project Will Be Implemented In Klemettilä Central Fire Station. The Central Fire Station Is Home To Ostrobothnias Rescue Operations, Preparedness, Accident Prevention And First Aid Services, Administrative Support Services, As Well As Social And Crisis Emergency Services. The New Building Will Be Built On A Plot Of Approx. 15,400 M2. The Project Also Includes E.G. Construction Of A Separate Outbuilding And Two Semi-Warm Car Shelters, A Training Tower, A Training Field, Yard Areas, And New Street Connections, As Well As A Fuel Distribution Point As A Separate Purchase By The Developer. The Projects Goals Are: - Facilities And Technology That Best Support The Operation - Cost-Effective Maintenance And Life Cycle - Energy-Efficient Building - Good Indoor Climate And Safe Working Environment Project Scope And Requirements: Rescue Station Building (Rak 1) Is 6060 Brm2, 31,933 M3, Garage (Rak 2) 177 Brm2, 714 M3, Garage (Rak 3) 153.5 Brm2, 533 M3, With A Canopy Of 163 M2, And A Training Tower. The Fire Class Of The Building Is P1. The Indoor Climate Class Is Defined For Each Space, Being Either S2 (Spaces In General) Or S3. We Follow The Terve Talo And Kuivaketju 10 Operational Models, As Well As The Clean Fire Station Concept. Cleanliness Management Is Monitored In The Project During Construction. The Project Is Implemented As A Security-Classified Project, Where The Design Material Must Be Kept Secret (Julkl (612/1999) § 24.1 § 7-8 K) And It Is Treated As Tl Iv And The Sites Practices Comply With The Projects Information Security Agreement. Target Schedule: Procurement Of Contractors 08-10/2026 Construction Starts 11/2026 The Building Can Be Received In Q1/2028. Procurement: The Form Of Contract Is A Shared Contract. Shared Contracts Are Designed To Consist Of The Following Entities:- The Main Contractor Acts As The Main Implementer To Whom Other Contracts Are Subordinated. Duties Include Construction And Earthworks, And E.G. Construction Site Management Tasks, Including The Management Tasks Presented In The Information Security Agreement.- The Tasks Of The Building Engineering Contractor Include Hvac And Electrical Engineering Work.- Automation Contractor.- The Tasks Of The Extinguishing Equipment Contractor Include Sprinkler And Gas Extinguishing Systems. 10 Days For The Bidding Phase And 28 Days For The 2Nd Bidding Phase. Publicity Of The Bidding Documents Is Limited: Documents Designated To Be Kept Secret Will Only Be Delivered To Operators Selected For The Last Phase Of The Bidding Process (Act On The Publicity Of Official Activities 621/1999 § 24 Section 8). 33-35: The Minimum Requirements For Suitability Are Presented, As Well As The Assessment Criteria For Suitability. A Non-Disclosure Agreement And A Non-Disclosure Agreement Signed At The Company Level Are Attached To The Notice Of Participation. 3-5 Bidders Will Be Selected For The 1St Stage Of The Request For Tenders.- Request For Tenders 1St Stage In Week 36-37: The Customer Provides The Quantity Calculations, Based On Which The Tenderer Gives The Tender Price (Tender 1). The Offer Price Based On Quantity Calculations Is Binding. Lets Choose Min. 2 Bidders To The 2Nd Stage Of The Request For Bids. We Will Give The Opportunity For Additional Questions.- Request For Tenders 2Nd Stage In Week 38-42: The Customer Gives The Documents Kept Confidential To The Selected Bidders For The Contract Calculation. Offer 2 Includes All Costs Other Than The Costs Based On The Quantity Calculations Given In Offer 1. The Procurement Price Comparison (Weight Value 60%) Is Based On The Combined Bid Price Of Bid 1 And Bid 2. The Qualitative Comparison Of The Procurement (Weight Value 40%) Is Based On The Scoring Of The Project Plan And The References Of The Corresponding Foreman. We Will Give An Opportunity For Additional Questions.- Final Procurement Decision In Week 42, From Which The Opportunity To Make A Procurement Adjustment Claim And Appeal.- In Week 45, Contracts Will Be Signed, After Which The Site Phase Can Begin. Participating In The Market Survey Is Not A Requirement For Participating In The Actual Tender, And Does Not Affect The Bidders Position In It. The Market Survey Does Not Bind The Respondent Or The Procurement Unit In The Actual Tender That Will Be Organized Later. There Is No Right To Receive Compensation For Participating In The Market Survey. The Procurement Unit Does Not Undertake To Carry Out This Procurement.
