Descriptionlillehammer, Øyer And Gausdal Municipalities Are Carrying Out A Joint Procurement Of Education Administrative Solutions For The Municipalities Services In Kindergarten, Primary School With After-School Care, Pedagogical-Psychological Service (Ppt) And Adult Education. The Procurement Is Carried Out In Collaboration With The Municipalities Joint Ict Supplier Ikomm As, Which Assists With Commercial Implementation And Project Management. The Growth Area In The Three Municipalities Together Constitutes An Extensive And Socially Critical Service Area With Significant Complexity And Great Demands For Effective Interaction, Information Security And Long-Term Development Of The Solutions. The Municipalities Have A Total Of Around 41,000 Inhabitants And A Growing Area Consisting Of Municipal And Private Kindergartens, Primary Schools, After-School Education, Ppt Services And Adult Education. The Procurement Is Carried Out As A Competition With Negotiation In Accordance With Part Iii Of The Regulations (Eea Announcement) And Is Based On Ssa-L With Associated Annexes. The Municipalities Have Chosen A Modular Procurement Strategy To Facilitate The Best Possible Combination Of Functionality, Quality, User-Friendliness And Further Development Within The Various Specialist Areas. The Procurement Is Therefore Divided Into The Following Sub-Agreements: * Sub-Agreement 1 – Kindergarten Administration * Sub-Agreement 2 – Primary School And Sfo * Sub-Agreement 3 – Ppt * Sub-Agreement 4 – Adult Education Suppliers Can Make Offers For One, More Or All Of The Sub-Agreements. Each Partial Agreement Will Be Evaluated, Assessed And Awarded Individually. The Client Reserves The Right To Enter Into An Agreement With One Or More Suppliers. At The Same Time, The Municipalities Want To Ensure A Holistic And Forward-Looking Solution Architecture Across The Sub-Agreements. Integrations, Interfaces And Interaction Between The Solutions Will Therefore Be A Central Theme In The Competition. The Suppliers Must Describe How The Solutions Support Interaction Between The Partial Agreements, As Well As Integration With Other Municipal System Portfolios And Relevant National Common Components. Separate Requirements Documents (Appendix 1) Have Been Prepared For Each Of The 4 Sub-Agreements, In Addition To Areas Of Requirements That Are Common. The Requirements Will Describe Functional, Technical And Integration Needs Within The Individual Subject Areas. The Municipalities Attach Great Importance To Information Security, Privacy And The Suppliers Ability To Develop The Solutions In The Long Term. The Solutions Must Support The Processing Of Sensitive Personal Data Relating To Children, Pupils And Users Of The Services, And At The Same Time Facilitate Efficient And User-Friendly Work Processes For Employees, Guardians And Administration. The Acquisition Will Contribute To The Modernization And Further Development Of The Municipalities Digital Upbringing Services, With The Aim Of Increased Quality, Better Interaction And More Efficient Administrative Processes Over Time
