Expression of Interest for Firm for Design and Implementation Support of a Pilot Skills Development Program. Description: Under the Mashreq Gender Facility, the World Bank, in collaboration with the National Commission for Lebanese Women (NCLW), is seeking the services of a firm to design and support the implementation of a small-scale, rapid pilot skills development intervention for internally displaced, conflict-affected, and returnee women identified through selected collective shelters in Lebanon. The pilot aims to generate evidence and lessons learned on effective, market-responsive approaches to support womens economic resilience in displacement settings, to inform future programming and policy dialogue. The intervention will adopt a rapid, integrated implementation model tailored to emergency contexts characterized by high mobility, operational constraints, and urgent livelihood needs. It will be delivered through a three-step approach combining short-cycle skills development, basic psychosocial support, and structured referral pathways building on existing service systems.
