Feasibility Study, Advisory Service, Analysis – Framework Agreement For Patrimony Studies. This Assignment Concerns A Framework Agreement For Services Aimed At Carrying Out Patrimony Studies For Local Authorities And Other Designated Potential Customers. The Province Of Antwerp Acts As The Purchasing Center. This Framework Agreement Appoints A Maximum Of Three (3) Contractors. The Contracting Authority Reserves The Right To Appoint Fewer Than Three Contractors If It Deems That, In View Of The Quality Of The Tenders Or Competition, It Is Not Appropriate To Appoint Multiple Contractors. The Concrete Orders For Heritage Studies Are Then Placed By The Buyers Via Separate Partial Orders, Within The Conditions Of This Framework Agreement. The Partial Assignments May Differ In Nature, Size, Complexity And Lead Time, Depending On The Specific Request Of The Customer. The Patrimony Studies Have A Strategic And Policy-Preparatory Character. They Are Aimed At Inventorying, Analyzing And Strategically Assessing The Patrimony Of The Customer Involved, With A View To Formulating Substantiated Scenarios And A Policy-Oriented Assessment Framework With Regard To Preservation, Development And/Or Sale. The Studies May Relate To Buildings And Land, Both Built And Unbuilt. When Carrying Out These Studies, Systematic Attention Must Be Paid To The Relationship Between The Heritage In Scope And The Local Housing Assignment, Without The Assignment Being Reduced To A Mere Housing Study. The Aim Of The Framework Agreement Is To Give Buyers Access To Specialized Expertise In An Efficient And High-Quality Manner, Without Having To Organize A Placement Procedure Themselves For Carrying Out Separate Patrimony Studies.
