General Procurement Notice for Procurement of Goods Works and Acquisition of the Services of Consultants for the Support to Higher Education Science and Technology Project Phase II (Hest II) SUPPORT TO HIGHER EDUCATION SCIENCE AND TECHNOLOGY PROJECT PHASE II (HEST II) The Government of Kenya has received a loan from the African Development Fund to finance the Support to Higher Education Science and Technology Project Phase II. The Project will be implemented over a period of five years i.e., up to the 31st of December 2030. 1. The Government of Kenya has received a loan from the African Development Fund to finance the Support to Higher Education Science and Technology Project Phase II. The Project will be implemented over a period of five years i.e., up to the 31st of December 2030. 2. The principal objective of this project is to improve relevance and equitable access to quality higher education training and research in STEM for inclusive economic growth and employment in Kenya by 2030. The specific objectives are to: a. Enhance training infrastructure in public universities to provide more students with access to quality STEM education. b. Align STEM training with labour market needs through a Competency-Based Education curriculum, skilled teaching staff and strong industry connections. c. Strengthen the policy environment and data management for higher education. The modes of procurement to be used in the project are: Open Competitive Bidding National (OCB-N); Open Tender. Request for Quotations (RFQ), Request for Proposals (RFP); Least Cost Selection (LCS), Low-Value Procurement; and Direct Contracting. 3. The project includes the following components: Component 1: Infrastructure Development for STEM training and Research This component will focus on improving training infrastructure for STEM and expanding the support to public universities which did not benefit from Phase I. This is to enable the country to train innovative and internationally competitive STEM graduates using cutting edge technologies. All the infrastructure will consider green technologies and gender responsiveness in the design. Component 2: Improvement in STEM Training and Alignment of STEM Skills to the Labour Market This component aims to strengthen the capacity of the Commission for University Education (CUE) in rolling out Competency Based Education nationally in line with Kenyas new curriculum, by providing the necessary guidelines for universities to use in revising their programs. The component also focuses on strengthening the capacity of university staff in STEM and to strengthen linkages between universities and the private sector to ensure university education is relevant to the needs of the labour market. Component 3: STEM and Entrepreneurship Training for Women and Youth This component will focus on increasing participation of women in STEM, and in promoting entrepreneurship among the youth. Component 4: Project Management and Institutional Support 4. Procurement of goods works and acquisition of the services of consultants will be carried out in accordance with the Banks Procurement Policy for Bank Group Funded Operations dated October 2015, and in line with the provisions stated in the Financing Agreement.
