Expression of Interest for Firm Adoption of Technology (FAT) Survey in Serbia The objective of this World Bank-led project is to implement the firm-level Technology Adoption Survey (FAT) in Serbia, and potentially in a later stage in other Western Balkan countries. Recognizing technology adoption as a major potential driver for innovation, the survey will put specific emphasis on understanding technology adoption enablers and limitations for firms and entrepreneurs, looking at both supply and demand factors, in manufacturing and services sectors. It will also explore the adoption and use of green technologies and artificial intelligence (AI) in Serbia and how these are associated with differences in energy efficiency and productivity across firms and sectors. This survey has been adopted in more than 20 countries in all income levels, ranging from Burkina Faso to Korea, which allows benchmarking adoption and use of technologies across several countries (see Cirera, Comin and Cruz, 2026). The questionnaires will be provided by the WB team and the analysis of the data collected through the Firm-level Technology Adoption survey (FAT) will be carried out by the WB. The consulting services (the Services) include the preparation, implementation, quality assurance, data processing, and delivery of the Serbia FAT survey. The assignment is expected to cover at least 720 completed establishment interviews with firms having five or more employees, implemented through face-to-face interviews with senior managers and/or owners. The survey will cover establishments in manufacturing and services and is expected to be implemented across Belgrade, Vojvodina, umadija and Western Serbia, and Southern and Eastern Serbia. The final sectoral, size, and geographic coverage will be determined by the World Bank Task Team based on the approved sampling frame and sample design. In addition to the establishment survey, the Consultant will support the distribution and monitoring of a self-administered online worker survey for workers performing administrative or office-based tasks within respondent firms. The Consultant will send the online survey link to firm respondents, where agreed, forward follow-up reminders, and provide basic monitoring information on distribution, reminders, and completed worker questionnaires received. Worker survey data will be delivered separately from the firm-level TAS dataset, with anonymized worker-level identifiers and approved firm-level linkage variables.
