Tenders are invited for Monitoring, Evaluation and Learning (MEL) Expert. 1. Background International Alert is implementing a project aimed at strengthening the leadership and engagement of women peacebuilders in Lebanon in responding to humanitarian needs and promoting gender-responsive peacebuilding. The project supports women peacebuilders to design and implement community-based initiatives addressing conflict prevention, humanitarian response, and social cohesion. As part of this intervention, International Alert seeks to recruit a Monitoring, Evaluation and Learning (MEL) Expert to support monitoring, documentation, and learning processes, while also contributing to overall project delivery, reporting, and learning. 2. Objective of the Assignment The objective of this consultancy is to support the monitoring, documentation, and learning of project activities, particularly community initiatives implemented by women peacebuilders and capacity-building activities, while contributing to overall project delivery and reporting. 3. Scope of Work Under the supervision of the Project Manager, the MEL Expert will undertake the following tasks: Monitoring and Data Collection Support the development and implementation of data collection tools Collect, compile, and verify data related to project activities, including community initiatives, trainings, regional hub activities, and peer-learning exchanges. Track progress against project indicators and ensure high-quality, sex-, age-, disability-, and location-disaggregated data, in line with donor requirements. Conduct field visits, when required and feasible, to support data collection and verification in coordination with the project team Support the design and implementation of baseline, endline, post-activity evaluations, and perception surveys, as required. Support the implementation and analysis of community feedback and accountability mechanisms, including participant feedback, complaints, and learning surveys. Document qualitative outcomes, behavioural changes, and significant stories of change using appropriate learning methodologies, including outcome harvesting where relevant. Maintain and update project monitoring databases, ensuring data accuracy, confidentiality, and compliance with International Alerts data management requirements. Documentation and Reporting Document community initiatives and key project activities Develop activity summaries, case studies, and success stories Contribute to internal and donor reporting processes Review and provide MEL inputs to communication, visibility, and advocacy products to ensure evidence-based messaging. Learning and Knowledge Management Capture lessons learned and good practices from project implementation Contribute to the development of learning and knowledge products Support the documentation and analysis of lessons emerging from women-led initiatives, regional hubs, and peer-learning exchanges to inform the development of learning papers and evidence-based knowledge products. Project Support Provide general support to project implementation as required Coordinate with women peacebuilders and partners for data collection and follow-up Support the organization of project activities, including trainings and exchange sessions Provide technical advice on MEL-related aspects of project implementation, including the design of monitoring approaches for community initiatives and regional hub activities. 4. Deliverables The MEL Expert is expected to contribute to the following outputs: Monitoring tools and data collection frameworks Regular updates on project indicators and results tracking Documentation of community initiatives and project activities Inputs to training reports and evaluation summaries Inputs to learning papers, communication products, policy briefs, and advocacy papers Inputs to donor and internal reports 5. Duration and Level of Effort Assignment Duration: Up to 18 months Level of Effort: 37 working days (intermittent) A detailed workplan, including timelines and specific deliverables, will be agreed upon at the start of the assignment in coordination with the Project Manager. 6. Reporting Line The MEL Expert will report to the Project Manager and work closely with the project team. 7. Required Qualifications Bachelors or masters degree in a relevant field, such as social sciences, development studies, monitoring and evaluation, gender studies, peacebuilding, or another related field. Minimum 35 years of relevant experience in monitoring, evaluation, accountability, and learning. Experience working on development, humanitarian, peacebuilding, gender, or Women, Peace and Security programmes. Demonstrated knowledge of gender-sensitive, conflict-sensitive, and participatory monitoring, evaluation, and learning approaches. Experience in qualitative monitoring, documentation, reporting, and the development of case studies or success stories. Strong writing skills in English and Arabic. Experience using digital monitoring, survey, and data collection platforms (e.g., KoboToolbox, SurveyMonkey, Microsoft Forms, Mentimeter, or similar tools) is an asset. Registered with the Lebanese Ministry of Finance and holding a valid tax registration number. 8.
