Tenders Are Invited For Provision Of Janitorial And Cleaning Services For The Period Of One Year

Tenders are invited for Provision of Janitorial and Cleaning Services for the Period of One Year Provision of Janitorial and Cleaning Services for a period of one (01) year for the following office premises listed below. (i) Head Office Walawe Wing, Kelani Wing, Mahaweli Wing of CECB at No: 415, Bauddhaloka Mawatha, Colombo - 07. (ii) AGM (NRM & LS) Office, CECB at Jawatta, Colombo - 05. (iii) Sarana Housing Complex Premises Office, Bauddhaloka Mawatha, Colombo - 07. Bidding will be conducted through National Competitive Bidding Procedure. To be eligible for contract award the successful bidder shall meet the following requirements: a) The bidder shall be a limited liability company or partnership or sole proprietor registered with the Registrar of Companies or the Registrar of Business Names for Janitorial Services with valid business registration for provision of Janitorial Services. b) The bidder shall have been engaged in the field for the provision of Janitorial Services at least for a period of five (05) years successfully up to now and shall be capable of demonstrating with documentary evidences, their track record of at least for five (05) years in provision of janitorial services. c) The bidder shall not have been black listed by CECB or other organization previously. Qualification requirements to qualify for contract award include: a) Successfully provided janitorial and cleaning services at least in one contract with contract value not less than LKR 12 million in government sector or reputed private sector organization, during last five (5) years. b) Average annual value of janitorial and cleaning services provided in last five years shall be at least LKR 18 million. c) Bidder shall possess a valid certificate issued by the Registrar of Public Contract in accordance with Section 8 of Public Contracts Act No. 03 of 1987 for this contract, if the bid price exceeds LKR five million. Interested eligible bidders may obtain further information from the Procurement Officer at Head Office, Central Engineering Consultancy Bureau, No. 415, Bauddhaloka Mawatha, Colombo 07. (Tel: 011-2668821) and inspect the bidding documents during 0900 hrs to 1530 hrs on any working day from 15.07.2026. A complete set of Bidding Documents in English language may be purchased by interested bidders on submission of a written application to the Procurement Officer at the above address from 15.07.2026 until 15.07.2026 upon payment of a non-refundable fee of Sri Lankan Rupees Three Thousand & Five Hundred (Rs.3,500.00). The method of payment will be in cash. Sealed bids shall be deposited in duplicate in the Tender Box made available at the ground floor lobby of Walawe building in Central Engineering Consultancy Bureau, No 415, Bauddhaloka Mawatha, Colombo 07 or sent by registered post addressed to the Chairman, Department Procurement Committee (Minor), Central Engineering Consultancy Bureau at the above address to reach him on or before 1400 hrs on 16.07.2026. Late Bids will be rejected. Bids will be opened soon after closing in the presence of the bidders representatives who choose to attend at the above address. Bids shall be valid up to 01.10.2026. All bids shall be accompanied by a Bid Security, of an amount of Sri Lankan Rupees One Hundred and Twenty Thousand (Rs.120,000.00) valid up to 29.10.2026. The Department Procurement Committee (Minor) reserves the right to reject any or all bids and the right to accept any portion of a bid, at any time prior to award of contract, without assigning any reason thereof. The Department Procurement Committee (Minor) is not bound to accept the lowest or any bids.
