Tenders are invited for Scaling Up Community-Driven Processes of Mapping of Land Rights and Land Use Planning in the Occupied Palestinian Territories with a focus on the West Bank, including Area C. Service Location: Ramallah Under the EU-funded project UN-Habitat Scaling Up Community-Driven Processes of Mapping of Land Rights and Land Use Planning in the West Bank, including Area C (20242028), UN-Habitat seeks to contract a qualified, preferably women-focused, non-governmental organization to support the implementation of gender-responsive awareness, legal empowerment, and community engagement activities related to land rights and land settlement processes in targeted communities in the West Bank, including Area C. The assignment aims to strengthen womens awareness of Housing, Land, and Property (HLP) rights, including rights related to inheritance, ownership, use, access, and registration of land and property, and to enhance the meaningful participation of women in land settlement and land governance processes. Particular focus will be placed on vulnerable and marginalized groups who may face barriers in accessing information, legal and administrative support, official documentation, inheritance claims, and land registration procedures. The project currently supports 16 communities across six governorates in the West Bank, namely Nablus, Hebron, Ramallah, Salfit, Bethlehem, and Qalqilya. Within this framework, the contracted organization is expected to focus on strengthening awareness and outreach activities within the targeted communities, while also contributing to broader national awareness and advocacy efforts on womens land and property rights through wider communication and advocacy platforms, as appropriate. Expected Results: The specific objectives of the assignment are to: Increase awareness among women and vulnerable groups on land rights, inheritance rights, land registration, and tenure security; Raise awareness on land valuation processes and the factors influencing land and property pricing during inheritance and land settlement processes. Support the integration of gender-responsive approaches within ongoing land settlement and spatial planning interventions; Strengthen womens participation in community consultations, awareness activities, and land-related decision-making processes; Identify key gender-related barriers and protection concerns affecting womens access to land and property rights; Support outreach and engagement efforts in communities targeted under the project, including high-risk and access-constrained areas in Area C; Strengthen the capacities of relevant stakeholders, including the Palestinian Land Authority (PLA), through targeted training and awareness activities on womens land and property rights, gender-responsive land governance, legal awareness, and advocacy approaches; Review and analyze existing legal and institutional assessments and studies related to barriers affecting womens access to land and property rights in Palestine (including studies previously supported by UN-Habitat); and prepare a concise policy and advocacy brief outlining key barriers, priority interventions, and recommendations for strengthening womens land and property rights within land governance and land settlement processes.
