Tenders are invited for Consultant to Conduct the Rapid Feasibility Assessment. Closing Date: 3 Jul 2026 Type: Consultancy Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding. CRS has been working in Uganda since 1965 in partnership with the local Catholic Church and the Caritas network in support of CRS Ugandas vision that Empowered families reach their full potential and are resilient to external shocks in safe, just and inclusive communities, supported by effective local systems. Strategic Priority Areas include Health and Social Services Systems Strengthening, Resilient Food Systems, Emergency Preparedness and Management, Climate Change Adaptation and Mitigation, and Local Leadership. Between October 2022 and September 2023, CRS supported over 1.6 million Ugandans and refugees residing across the country. Purpose Catholic Relief Services (CRS) Uganda invites interested, registered and competent consultants to conduct the rapid feasibility assessment of six priority dioceses to evaluate Agro-Ecological Suitability and viable business models under the Church Lands and Private Sector Engagement (PSE) Initiative. Objectives and Scope The following are the primary objectives for the consultant: Assess the availability, tenure security, and suitability of Church land for agroforestry, restoration, and enterprise development investments. Determine the agro-ecological suitability of Church land for priority value chains including coffee, cocoa, vanilla, spices (black pepper, cinnamon, cloves), fruit trees, and commercial nursery enterprises. Assess existing restoration and environmental stewardship initiatives, including Laudato Si, FMNR, tree planting, and nursery programs, and identify opportunities for scaling including value addition and integration into the Church Lands model. Assess diocesan challenges and investment readiness and appetite by evaluating systems, technical expertise, experience in commercial agriculture and enterprise development, and opportunities to engage communities through parish-based out-grower models, aggregation systems, and youth participation.
