Tenders are invited for Consultancy on Safeguarding (Workshop). Closing Date: 7 Jul 2026 Type: Consultancy Objective To strengthen the capacity of participating NGOs to prevent, identify, report, and respond to safeguarding risks affecting children, women, and other vulnerable groups, through enhanced knowledge, risk assessment, policy strengthening, practical skills development, and organizational action planning aligned with international safeguarding standards. 1. Strengthen Understanding of Safeguarding Principles Build participants knowledge of safeguarding concepts, standards, and obligations, including: Child safeguarding and child protection Prevention of sexual exploitation, abuse, and harassment (PSEAH) Gender-based violence (GBV) risk mitigation Duty of care and accountability Rights-based and survivor-centered approaches 2. Assess and Identify Safeguarding Risks Support NGOs in identifying safeguarding risks within their programs, operations, partnerships, and community engagement activities by: Conducting risk-mapping exercises Analyzing vulnerabilities affecting women, girls, boys, and other at-risk groups Reviewing contextual and cultural risk factors Identifying gaps in existing safeguarding measures 3. Strengthen Organizational Policies and Procedures Enhance participants capacity to develop, review, or improve safeguarding frameworks, including: Codes of conduct Reporting and complaints mechanisms Recruitment and screening practices Safeguarding responsibilities and governance structures 4. Build Practical Skills for Prevention and Response Equip participants with tools and competencies to effectively prevent, identify, report, and respond to safeguarding concerns through: Case studies and scenario-based learning Safe disclosure and referral practices Survivor-centered response principles Confidentiality and data protection considerations 5. Develop Action Plans for Institutionalization and Continuous Improvement Support each organization in translating learning into concrete actions by: Creating organization-specific safeguarding improvement plans Defining roles, responsibilities, and timelines Establishing monitoring and accountability mechanisms Identifying training and capacity-building needs Promoting a safeguarding culture across the organization Qualifications: 1. Demonstrated Expertise in Safeguarding and Protection Advanced knowledge of safeguarding principles and international standards. Proven experience in child safeguarding, child protection, prevention of sexual exploitation, abuse and harassment (PSEAH), and gender-based violence (GBV). Familiarity with relevant international frameworks and best practices used by NGOs and donors. 2. Relevant Academic and Professional Background Advanced university degree (Masters preferred) in a relevant field such as social work, psychology, gender studies, human rights, law, public health, international development, or a related discipline. Additional certifications or specialized training in safeguarding, child protection, PSEAH, GBV, or protection programming are an asset. 3. Experience Delivering Training and Capacity Building Significant experience designing and facilitating workshops, trainings, and learning events for NGOs, civil society organizations, or humanitarian/development actors. Demonstrated ability to use participatory and adult-learning methodologies. Experience adapting training materials to diverse audiences and organizational contexts. 4. Practical Experience with NGO Policies and Systems Experience supporting organizations to develop, review, or strengthen safeguarding policies, codes of conduct, reporting mechanisms, risk assessments, and response procedures. Understanding of organizational change processes and safeguarding integration within programs and operations. Familiarity with donor and partner safeguarding compliance requirements. 5. Strong Facilitation, Communication, and Interpersonal Skills Excellent facilitation and presentation skills, including the ability to discuss sensitive topics such as child abuse, sexual exploitation, harassment, and gender-based violence in a safe and inclusive manner. Ability to foster participant engagement, manage group dynamics, and handle disclosures appropriately. Strong written and verbal communication skills in English (and languages spoken in Myanmar). Obligation to Confidentiality All data and information about the contracting bodies, their cooperation partners and staff members, that are received are strictly confidential and only used in connection with the assignment.
