Urban Planning Services – Updating The Initial State Of The Environment And Updating The Environmental Assessment Of The Plui-D Of Perpignan Méditerranée Métropole Urban Community (Pmmcu). This Consultation Will Be The Subject Of A “Composite” Framework Agreement Concluded With A Single Economic Operator, Comprising A Part Treated In The Form Of An Ordinary Contract (Firm Tranche), And A Part Treated In The Form Of A Framework Agreement With Purchase Orders (Optional Tranche N°1/Pse N°1). The “Ordinary Market” Part Concerns The Following Services: Farm Tranche (Tf). This Firm Phase Consists Of Updating Environmental Knowledge Of The Territory And Strengthening The Legal Robustness Of The Environmental Assessment Of The Plui-D, By Integrating Regulatory Developments And Recent Data, Namely: - Updating The Initial State Of The Environment (Eia) And In Particular Carrying Out An Update Of The Study Of Ecological Continuities, At The Intercommunal Scale; - The Updating Of The Environmental Assessment Of The Entire Plui-D And The Elements Of Its Revision, Including In Particular The “Avoid, Reduce, Compensate” (Erc) Sequence, The Monitoring Indicators, The Updating Of The Natura 2000 Impact Assessment, And The Formalization Of The Environmental Assessment Of The “Displacement” Component Of The Plui-D; - Assistance To Project Management Until The Finalization And Then Approval Of The Revised Pmm Plui-D, In Particular The Preparation Of The Mrae Referral And The Written Response To The Mrae Opinion As Well As The Taking Into Account Of Modifications In The Approval Phase. The “Framework Agreement With Purchase Orders” Part Concerns The Following Services: Optional Tranche N°1 (To N°1). This Optional Tranche No. 1 Corresponds To A Framework Agreement With A Maximum Amount, Entered Into In Application Of The Public Procurement Code, Which Sets The Conditions For Execution Of Services And Is Executed As Purchase Orders Are Issued. This Optional Tranche N°1 Consists Of Adapting The File To The Feedback From The Public Inquiry, The Associated Public Persons (Ppa), And The Mrae, In Order To Secure The Approval Of The Plui-D. The Maximum Amount Of Optional Tranche N°1 Is: 300,000 Euro(S) Excluding Tax
