Topographical Services – Cadastre And Topography Services In The Case Of Cadastral Documentation And Tabulation Of Real Estate (Buildings And Land) From The Public And Private Domain Of The Municipality Of Timișoara, For Buildings Owned By The Romanian State Under The Administration/Use Of The Municipality Of Timișoara And/Or The Local Council Of The Municipality Of Timișoara, As Well As For Buildings (Land And/Or Constructions). Acquisition Of Cadastral And Topography Services For Cadastral Documentation And The Tabulation Of Real Estate (Buildings And Land) Located In: - The Public And Private Domain Of The Municipality Of Timișoara; - Administration/Use Of The Municipality Of Timișoara And/Or The Local Council Of The Municipality Of Timișoara For Buildings Owned By The Romanian State; - The Property Of The Romanian State For Which The Courts, Through Final Decisions, Compel Our Institution To Draw Up The Topo-Cadastral Documentation. - The Land Related To Constructions Sold According To Law No. 112/1995, With Subsequent Amendments And Additions. In Accordance With Law No. 7/1996 Of The Cadastre And Real Estate Advertising, The Civil Code (Law No. 287/2009), Law No. 50/1991 Regarding The Authorization Of The Execution Of Construction Works And The Administrative Code, The Administrative-Territorial Units Are Obliged To Maintain A Clear And Updated Record Of Public And Private Patrimony. The Municipality Of Timișoara Manages A Vast Portfolio Of Buildings, But Some Of Them Are Not Registered In The Integrated Cadastre And Land Register System, And Others Require Updating Or Clarification Of The Legal And Cadastral Regime. This Situation Creates Difficulties In The Efficient Management Of Real Estate And Can Delay The Implementation Of Urban Development And Infrastructure Projects. Situations That Justify The Need For This Purchase: - Discrepancies Between The Written Record And The Reality On The Ground - The Existence Of Some Inadvertences Between The Cadastral Data And The De Facto Situation Can Lead To Litigation Or Difficulties In The Administration Of Real Estate; - Blockages In Accessing Public Funds And Investment Projects - The Lack Of Complete Cadastral Documentation Can Prevent Access To European Or Government Funding Necessary For Infrastructure Development; - The Need For A Unified And Efficient Management Of The Municipal Heritage - The Integration Of All Buildings In An Updated Cadastral System Will Facilitate The Decision-Making Process Regarding Their Use, Maintenance And Development. The Objectives Of This Approach: - Improving The Cadastral Record And Eliminating Inconsistencies Between The Legal And Factual Situation; - Creation Of A Unified And Updated Database To Support The Efficient Administration Of Real Estate And Land; - Coherent And Sustainable Urban Development, By Clarifying The Legal Regime Of Buildings Intended For Infrastructure, Social Housing And Other Projects Of Public Interest; - Optimization Of The Decision-Making Process And Capitalization Of Real Estate In Accordance With Local Development Strategies. The Minimum And Maximum Quantities / Framework Agreement Are Provided In Annex No. 5A To The Specifications. The Minimum And Maximum Quantities / Subsequent Contract Are Provided In Annex No. 5A To The Specifications.
