Technical Analysis Or Consultancy Services - Preparation Of A Detailed Analysis Of The Existing National Air Quality Monitoring System (Naqamqv) In Relation To Directive (Eu) 2024/2881 Of The European Parliament And Of The Council Of October 23, 2024 On Air Quality And Cleaner Air For Europe. The Support Measure Improving Air Quality Through A Modernized And Recognized National Air Quality Measurement System And Scientific Partnerships (Modairn) Is Implemented Under The Swiss-Bulgarian Cooperation Program - The Second Swiss Contribution To Selected Member States Of The European Union To Reduce Economic And Social Disparities In The European Union. The Implementation Of The Modairn Support Measure Will Enable The Provision Of Ambient Air Quality Information At An Early Stage To A Wide Range Of Users, Including The Public, Local Authorities, The Scientific Community, Non-Governmental Organisations, Decision-Makers And Other Stakeholders. The General Objective Of The Support Measure Is To Upgrade, Modernize And Update The National Air Quality Monitoring System (Naqms), Including The Monitoring Equipment, Technical Components And Means Of Data Visualization, With The Aim Of Achieving A Modern, Reliable And Recognizable National System, Corresponding To The Norms And Requirements Of The Environmental Legislation. The Implementation Of The Support Measure Modairn Includes Three Main Activities: 1:Analysis Of The Technical Condition Of The Air Monitoring Stations Included In The National Air Quality Monitoring System To Check The Need For Renewal And Additional Equipment In Relation To The Revised Ambient Air Quality Directive. 2: Replacing The Old Automatic Air Quality Stations With New Ones, Creating Two Super Sites And Replacing Monitoring Equipment In Other Stations To Meet The Requirements Of The New Directive 2881/2024 On Ambient Air Quality. 3. Development Of An Integrated Information System And An Easy-To-Use Mobile Application For Air Pollution Risk Assessment, Providing Real-Time Data To The Public, Authorities, Ngos And Decision Makers. The First Activity Aims To Assess The Technical And Functional Status Of The Stations Included In The Nsmkav And The National Air Quality Information System, To Identify The Need For Their Renovation, Upgrading And Additional Equipment, As Well As To Determine The Degree Of Compliance Of The System With The Requirements Of Directive 2024/2881/Ec For Cleaner Air For Europe And With Current Technological Trends And Standard Requirements In The Field Of Information And Communication Technologies. The Assessment Will Cover The Overall Technical Condition Of The Available Equipment, Power And Communication Infrastructure, As Well As Their Compliance With The Applicable Regulatory And Technical Requirements As Provided In This Technical Specification. Based On The Results Of The Assessment, A Reasoned Proposal Will Be Made For The Step-By-Step Upgrade, Modernization And Optimization Of The Existing Nsmkav.
