Tenders are invited for Consultant / Service Provider for Competency-Based Curricula and Work-Based Learning (WBL). Closing Date: Saturday, 04. Context The ELISSA Project, funded by the Italian Agency for Development Cooperation (AICS), is implemented in Lebanon by COOPI in close coordination with national institutions, particularly the Ministry of Social Affairs (MoSA), and other relevant sectoral stakeholders. The project aims to strengthen access to inclusive, quality, and market-oriented social and economic services through Social Development Centers (SDCs) across Lebanon, with a particular focus on employability, skills development, and pathways to decent work for vulnerable populations. COOPI has been operating and developing humanitarian and development projects in Lebanon since 2003-2005 in South Lebanon, and since 2013 in Northern Lebanon. COOPI supports refugees and vulnerable host communities through a multi-sectoral and integrated approach, including water, sanitation and hygiene assistance, shelter, multi-purpose cash assistance, education support, and other basic services. 2. Purpose of the ToR This Terms of Reference (ToR) is intended to recruit a curriculum development consultant or service provider with demonstrated experience in designing competency-based curricula for non-formal, TVET, work-based learning, and employability-focused training programmes. 3. Objective of the Consultancy The consultant/service provider will design and develop comprehensive, competency-based training packages for three selected training topics/occupational areas identified by the SDCs, in close coordination with COOPI. The selected training topics are: Sewing and Tailoring; Basic IT Skills and Freelancing; General Home Maintenance and Repair, including basic plumbing. All outputs must be practical, accessible, and aligned with labor market needs, employability pathways, SDC operational modalities, and national frameworks where available. 4. Scope of Work The consultant/service provider shall undertake the following tasks: 4.1 Develop Occupational Standards (OS) For each selected training topic, develop an Occupational Standard that includes the job role description, tasks and responsibilities, work environment, tools and technologies, required knowledge base, entry requirements, career pathways, and relevant labor, occupational safety, and compliance standards. Define a clear occupational profile for each selected training topic; Identify key tasks, competencies, required knowledge, skills, and entry requirements; Ensure alignment with real labor market demand through stakeholder consultation, including SDCs, COOPI, and private sector actors where relevant. 4.2 Design Competency-Based Curricula Develop structured training programmes based on the defined Occupational Standards. Each curriculum must include a modular structure, detailed learning outcomes per module, training content, training methodologies, assessment strategy, trainer requirements, class size, infrastructure and equipment needs, certification modalities where applicable, and integrated health, safety, and safeguarding measures. Define learning outcomes, modular structure, and training duration; Clarify the balance between theory, practice, and on-the-job training/work-based learning where applicable; Ensure coherence between labor market needs, learning outcomes, training methodologies, and delivery arrangements. 4.3 Develop Training and Learning Materials (TLMs) Produce complete and practical training and learning materials adapted to the target groups educational level and language needs. Develop trainer manuals, session plans, and facilitation guidance; Develop trainee handbooks and practical exercises; Develop visual materials, safety guidelines, equipment operation guidance, and basic maintenance instructions where relevant; Ensure that all materials are accessible, practical, and adapted to beneficiaries profiles. 4.4 Develop Assessment Frameworks and Tools Design assessment frameworks and tools that allow trainers and SDCs to monitor learner progress and verify competency achievement. Develop formative assessment tools to monitor learner progress and identify gaps during training; Develop summative assessment tools to evaluate achievement of competencies at the end of training; Establish clear assessment criteria, performance indicators, scoring tools, and evaluation methods for each unit of competence. 4.5 Develop or Adapt On-the-Job Training (OJT) / Work-Based Learning (WBL) Toolkits For relevant topics, design or adapt work-based learning tools that prioritize practical, job-relevant competencies and employability outcomes over purely theoretical learning. Define the structure, duration, and expected learning outcomes of workplace training; Define roles and responsibilities of trainees, trainers, SDCs, employers, and COOPI where relevant; Develop monitoring and assessment tools for workplace learning. 4.6 Ensure Quality and Cross-Cutting Integration Across all deliverables, ensure that the training packages are inclusive, safe, practical, and employability-oriented. Integrate gender sensitivity and inclusion of women; Integrate accessibility considerations for persons with disabilities where applicable; Integrate environmental sustainability and green skills, including practices that reduce environmental impact within each occupational area; Integrate occupational safety and health (OSH), safeguarding, and safe learning/workplace practices; Align with national qualification frameworks and certification systems where available. 5. Use of Existing Frameworks and Templates Where national, institutional, or sectoral templates and standards exist, they must be reviewed and used as a priority where relevant. The consultant/service provider is expected to: Conduct a mapping of existing standards, curricula, assessment tools, and templates relevant to the selected topics; Propose the most appropriate models and templates for COOPI review; Regularly consult with COOPI during the development process and validate approaches before finalization. 6. Expected Implementation Period The consultancy is expected to be completed within two months from the contract start date. The exact start date will be confirmed at contracting stage and may be adjusted based on operational needs, the number of finalized topics, and mutual agreement between the contracting parties. 7. Deliverables and Indicative Timeline For each course, the consultant/service provider must also produce a 2-3 page summary fiche including the course overview, target group, duration, key competencies, employment opportunities, and implementation requirements. Phase / Timeline Main Deliverables Minimum Content / Requirements 1. Inception and topic reviewWeek 1 Inception report; topic review; stakeholder consultations. Methodology, workplan, tools, review of selected training topics, core competencies, proposed training duration and structure, relevance to local labor market demand, and consultations with SDCs, COOPI, and private sector actors where relevant. 2. Development of assessment standardsWeeks 2-3 Assessment standards for each selected topic. Assessment criteria, performance indicators for each unit of competence, assessment procedures, tools, required materials, and guidance for formative and summative assessment implementation. 3. Development of competency-based curriculaWeeks 3-5 Complete curriculum package for each selected topic. Student/trainee handbook, trainer manual, teaching and learning materials, detailed lesson plans, practical training plans, OJT/WBL toolkit where applicable, and integrated formative and summative assessment tools. Training duration and structure will be defined according to each topic and SDC context. 4. Capacity buildingWeeks 6-8 Training/orientation of SDC trainers/teachers and selected private sector representatives. Capacity building on the curricula, methodologies, learning materials, assessment tools, and employability linkages. Training may be delivered in person or remotely if necessary, based on prior agreement with COOPI. 8. Language and Format of Deliverables All deliverables must be provided in Arabic. English versions may also be requested by COOPI where required. All deliverables must be submitted in editable formats, including Word, Excel, and PowerPoint as applicable, and in both soft and hard copies where requested. 9. Coordination and Validation Mechanism The consultant/service provider must maintain regular coordination with COOPI throughout the assignment. Share regular progress updates with COOPI; Submit draft deliverables for review before finalization; Integrate feedback received from COOPI and relevant stakeholders; Validate key methodological choices, tools, and templates with COOPI before final approval. 10. Cost Responsibilities The consultant/service providers financial proposal must include all costs related to the assignment, including professional fees, curriculum development, technical expertise, preparation time, facilitation time, trainer/consultant fees for the capacity-building component, and any training-related logistical and operational costs necessary for the delivery of the assignment.
