Tenders are invited for National Consultant on Projects Monitoring, Evaluation and Learning (MEL). Closing Date: Friday, 10. Jul 2026 Intervention Sector(s): Democracy & Civic rights, Good governance and transparency, Peace & Security, Safety and Security Remuneration range: 1000 to 2000 (USD) Duration of Contract: 1 Year The Geneva Centre for Security Sector Governance (DCAF) is an international organization dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF assists partner states in developing laws, institutions, policies, and practices to improve the governance of their security sector through inclusive and participatory reforms based on international norms and good practices. DCAFs Foundation Council includes over forty states including Lebanon. Active in over 70 countries, DCAF is internationally recognized as one of the worlds leading centers of excellence for security sector governance (SSG) and security sector reform (SSR). DCAF is actively involved in several initiatives aimed at enhancing security sector governance and promoting human security in Lebanon by implementing number of projects with the Lebanese army, various security agencies and other actors. Main tasks: The main tasks include providing MEL assistance to DCAF Programme Managers and project staff, in carrying out their MEL duties, through support in: revising existing log frames for the projects and developing new ones as needed. developing MEL tools tailored to each projects requirements and in line with DCAF MEL Manual. ensuring alignment of project log frames, indicators, and MEL tools with the donors requirements and DCAFs corporate Results Framework and MEL standards. adjusting and refining log frames and indicators as needed to align them to DCAF strategy outcomes and reporting requirements. coordinating DCAF HQ MEL team to ensure consistency, quality assurance, and alignment with organizational MEL guidance and tools. conducting trainings and workshops, as needed, on MEL for DCAF staff. conducting baseline and endline assessments to measure project impact. collecting and analysing data to assess project progress towards achieving outcomes. providing support in reporting on activities including advisory on presentation of the data. assisting in drafting project proposals by contributing to MEL plans and frameworks. advising DCAFs implementation partners and beneficiary institutions on their MEL internal processes and tools, project design, reporting as per the needs. assisting in carrying out lessons learned exercises. conducting field visits, where required, to support the assessment, monitoring, and learning processes related to project implementation across the programme. coordinate with external evaluators, providing necessary information and insights. providing other relevant support as requested by the Head of Office. Timing and Duration of Assignment: The assignment is expected to start in July 2026, upon signature of agreement and is expected to be completed at the latest by June 2027. The total days of assignment will be a approximatelyof50 days for the full duration of agreement divided per month depending on the project needs. Language of Assignment: Reports to DCAF should be provided in English. Tools and data collection should be in both Arabic and English depending on the need Deliverables (developed jointly with programme managers): Revised Logframes: Updated and refined logframes for each project, incorporating any changes or adjustments based on project progress and feedback ensuring consistency with corporate MEL frameworks and donors requirements MEL Tools: Developed MEL tools tailored to the specific needs and objectives of each project. This could include data collection forms, survey instruments, interview guides, and other tools for tracking project progress. Baseline and Endline Reports: Contributions to reports detailing the baseline assessments conducted at the beginning of each project and the endline assessments conducted towards the conclusion. These reports would include findings, analysis, and recommendations based on the data collected. Data Analysis Reports: Analysis reports presenting findings from ongoing data collection, highlighting trends, progress, challenges, and areas for improvement. These reports would inform project decision-making and strategy adjustments. MEL Plans: Updated MEL plans reflecting any changes or adjustments made throughout the consultancy period, ensuring alignment with project objectives and outcomes. Reporting Support: Assistance with project reporting, including providing MEL inputs to narrative reports, progress updates, and other documentation required by DCAF Lebanon or project stakeholders. Training support: Conduct tailored trainings and workshops on MEL to provide DCAF staff with the knowledge skills and tools necessary to effectively monitor, evaluate and learn from their programs. Proposal Drafts: Contribution to project proposals development by support in drafting MEL plans, log frames, and other sections related to monitoring and evaluation for new project proposals or funding applications. Support for External Evaluators: Providing information, data, and insights to external evaluators as needed for project evaluations or reviews. Field Monitoring and Assessment (as needed): Conduct field visits, where required, to support monitoring, validation of data, and learning across projects and partner institutions. Accountability Reports to the Head of Office or delegated staff member, works in coordination with the respective Programme Managers and project staff. Payment Modality: Payments will be made on monthly basis upon deliverables achieved, submission of timesheet and invoice. Timesheet and Invoice should be approved by DCAF Head of Office. Required Qualifications The mandatee should have the below competencies: A bachelors degree or higher in a relevant field such as international relations, political science, security studies, development studies, sociology, economics, or a related field. A masters degree in a relevant field can be advantageous, especially if its focused on monitoring and evaluation, security studies, or a related discipline. Prior experience working with project based not-for profit organisations/UN is essential. Experience in working on governance projects and or/projects related to SSR/SSG is a strong asset. Experience in MEL such as monitoring and evaluating programmes, projects, or policies related to governance, security, conflict resolution, peacebuilding, or related areas. Familiarity with security sector reform (SSR) processes and methodologies is highly desirable. Strong analytical skills are necessary to assess the effectiveness and impact of security programs or policies. Excellent communication skills are vital for conveying findings and recommendations to various stakeholders, including government officials, NGOs, and international organizations. Proficiency in data analysis and statistical methods is valuable for conducting rigorous evaluations. Familiarity with M&E frameworks and methodologies, such as logical frameworks, theory of change, results-based management, and impact evaluation techniques. Knowledge of security indicators and metrics used to measure security sector performance and effectiveness. Ability to work effectively in diverse cultural and political contexts, particularly in conflict-affected or post-conflict environments. Project management skills to plan, coordinate, and execute M&E activities effectively. Candidate should have flexible working schedule to accommodate to DCAF requirements. Native Arabic speaker, fluency in English including ability to draft reports and project documents in English.
