Jul 2026 Intervention Sector(s): Advocacy & Awareness, Migrant Workers Remuneration range: 3000 to 4000 (USD) Duration of Contract: 3 months Background: The Lebanese Center for Civic Education (LCCE) is a non-governmental organization established in 2007, working to empower youth, women, and marginalized communities in Lebanon to become active agents of positive change in their societies. Guided by a vision of a society where all individuals are empowered, protected, and able to participate fully and equally in shaping their future, LCCE supports people living in disadvantaged contexts to transform their lives for the better. Through education, capacity building, and community-based support, LCCE equips community members and participants with the knowledge, skills, and tools needed to actively engage in community life, access essential services, exercise their rights, and contribute to building a more just, equitable, and inclusive society. Building on its broader mandate of social justice and community empowerment, LCCE has strengthened its engagement in supporting dignified, rights-based, and migrant-sensitive mental health and psychosocial support (MHPSS) for migrant worker communities in Lebanon. Through community-based interventions, capacity building, and collaboration with national and international stakeholders, LCCE works to promote culturally and linguistically adapted services, while supporting migrants safe and respectful access to mental health and psychosocial support. Objectives As part of its Organizational Capacity Strengthening and Sharing Plan supported under the ASPIRE program, LCCE is looking to contract a consultant to support in translating evidence and practice into structured, evidence-based advocacy to better influence services and stakeholders, and to support LCCEs advocacy strategy for inclusive MHPSS systems that recognize migrants as rights-holders and essential members of society. Role and responsibilities To support in the design of structured advocacy approaches on migrant-sensitive MHPSS. This includes: 1: Develop an internal advocacy toolkit. It is an internal document that will include: A concise advocacy framework (objectives, stakeholders, key messages) A messaging guide tailored to key audiences Practical guidance on developing and using key advocacy tools (such as advocacy bulletin, policy brief, reports, and communication campaigns) Practical guidance on stakeholder engagement and campaign implementation A monitoring and learning framework 2. Support in developing and testing advocacy knowledge products using the toolkit: One policy-oriented paper One advocacy bulletin highlighting field insights and community voices One learning note documenting of lessons learned, and refining the toolkit if necessary Duration of the Consultancy: Three (3) months, starting in July 2026. Deliverables: Advocacy toolkit Policy oriented paper Advocacy bulletin Learning note Required Profile & Skills University Degree: Masters degree in relevant field Confirmed experience with NGOs in programmatic, and advocacy functions, preferrable working on Mental Health and Psycho-social support programs Very good knowledge of migrant workers situation in Lebanon Excellent research skills with previous work on policy-oriented papers required Excellent spoken and written skills in English and Arabic. Good planning, organizational, and time management skills. Strong teamwork and interpersonal skills. Advanced knowledge of Microsoft Office Resident of Lebanon, with the ability to work inside Lebanon and to provide a registration number at the ministry of finance.
