The 13 Municipalities Of North Karelia Are Figuring Out How To Organize Their It Services In The Future. The Amendment To The Procurement Act (He 2/2026) Requires Municipalities To Take Action If The Requirements Of The Procurement Act Regarding Ownership Are Not Met. Before The Possible Launch Of The Actual Tendering Process, The Municipalities Want To Survey The Skills Available On The Market And Conduct An Open Dialogue With Potential Service Providers. The Aim Of This Market Dialogue Is To:● Identify Operators Who Have Sufficient Expertise And Experience To Carry Out The Survey Work Described Here● Get An Idea Of The Markets Ability Before A Possible Tendering Service● Clarify The Content And Requirements Of The Future Call For Tenders Based On The Dialogue● Ensure That The Selected Operator Has Genuine Independence Of The Municipalities From The Current It Service Provider (Meita Oy) Participation In The Market Dialogue Does Not Bind The Subscriber Or The Participant. Participation Does Not Affect The Position In A Possible Subsequent Competition. The Customer Will Carry Out The Possible Tender As A Small Procurement (=Less Than 60,000 Euros). Market Dialogue Does Not Ask For Or Give Offers, And It Does Not Bind The Supplier To Participate In The Tender. Participating In A Later Tender Does Not Require Participation In The Market Dialogue. The Information Collected In The Market Dialogue Will Be Used For Procurement Planning. The Events Will Be Held On 19 August 2026 From 08:00 To 12:00. Participation Requires Pre-Registration No Later Than Monday, August 10, 2026 At 12:00 By Responding To This Market Dialogue Invitation Announcement. When Registering, You Must Leave An Explanation Of The Questions Presented In This Announcement. You Can Also Leave Preliminary Questions Related To The Purchase And The Questions Will Be Addressed At The Event. Meetings Are Organized Individually, I.E. Actors Do Not Participate In Each Others Meetings. The Customer Selects The Participating Operators Based On The Aforementioned Reports. The Meeting Time Is One Hour Per Participant. Please Note That The Market Dialogue Does Not Oblige The North Karelia Procurement Department To Carry Out The Procurement As Described In The Request For Information, And The North Karelia Procurement Department May Not Complete The Tender. North Karelias Procurement Agency Is Not Obliged To Take Into Account The Answers Received To The Request For Information When Preparing The Request For Tender. Those Who Responded To The Request For Information Will Not Be Compensated For Responding To The Request For Information, Nor Will The North Karelia Procurement Agency Reimburse The Costs Incurred In Responding To The Request For Information.
