The Purpose Of The Procurement Is To Ensure Oslo Municipality Has Predictable Access To Institutional Places For Children And Young People When The Municipality Does Not Have Sufficient Capacity Under Its Own Auspices. The Acquisition Will Contribute To Ensuring That Children And Young People Receive The Right Help At The Right Time In Line With The Child Protection Act §1-1, Through Statutory, Sound And Cost-Effective Services. The Procurement Concerns Services That Involve The Exercise Of Public Authority. Consequently, Neither The Act Of 17 June 2016 No. 73 On Public Procurement (Loa) Nor The Regulation On Public Procurement Of 12 August 2016 No. 974 (Foa) Applies, Cf. Foa Section 2-4 First Paragraph Letter H). In The First Stage, The Client Will Assess Which Suppliers Meet The Qualification Requirements And Are Thus Qualified To Participate In The Further Competition.
