By Direct Negotiation On The Basis Of Art. 182, Para. 1, Item 5 Of The Zop, The Aim Is To Select A Contractor For The Preparation, Delivery And Distribution Of Ready-Made Food For Breakfast And Lunch For The Students From The 1St To The 4Th Grade Of The Ou St. Paisii Hilendarski For The Academic Year 2026/2027. In Two Separate Positions Specific Item 1: Preparation And Delivery Of Ready-Made Breakfast Food For Students From I To Iv Grades Separate Position 2: Preparation And Delivery Of Ready-Made Food For Lunch For Students From I To Iv Grades. The Public Procurement Services Consist Of The Daily Preparation, Delivery And Distribution Of Ready-Made Food For Breakfast And Lunch For The Students From The 1St To The 4Th Grade According To The Technical Specification, At The Written Request Of The Contracting Authority, With The Aim Of Ensuring Quality, Healthy And Balanced Nutrition For The Students Of The St. Paisiy Hilendarski Elementary School - Topolchane Village, Sliven Municipality, Sliven Region. The Products Subject To This Order Are Specified In The Technical Specifications Attached To The Public Order Documentation. Pursuant To Art. 182, Para. 1, Item 5 Of The Public Procurement Act, The Contracting Authority May Conduct Direct Negotiations With Certain Persons When The Public Procurement Is For Services Under Annex No. 2 And Has A Value Under Art. 20, Para. 2, Item 2 Of The Civil Code. In The Present Case, The Contracting Authority Has The Legal Option To Choose A Contractor For The Specified Public Procurement Through Direct Negotiation With Certain Persons, Since The Public Procurement Is For A Service According To Annex No. 2 And Has A Value According To Article 20, Paragraph 2, Item 2 Of The Public Procurement Act. The Service Is Under Application No. 2 With Cpv Code 55524000 - Preparation And Delivery Of Food For School Chairs And Buffets. An Invitation Was Drawn Up, To Which A Technical Specification Was Attached, In Which The Employer Specified In Detail The Scope Of The Services Subject To The Award, Since The Nature Of The Order Allows The Technical Specifications And The Value To Be Determined Precisely Enough. Therefore, The Conditions Are In Place For The Public Procurement To Be Awarded In Accordance With The Public Procurement Procedure Provided For In The Public Procurement Act Through Direct Negotiation With Certain Persons On The Basis Of Art. 182, Para. 1, Item 5 And In Connection With Art. 18, Para. 1, Item 13 Of Zop.
