These Bidding Rules Are Formulated To Establish The Regulation Of The Acquisition Process Of Total Elbow Prosthesis And Tmt Circular Fixator For The La Florida Hospital, And Regulate, Among Other Aspects, The Conditions That The Offers Must Meet, The Stages Of The Bidding Process, Its Form Of Evaluation And Award, The Conditions Of The Contracts, And All Aspects Necessary For The Correct Acquisition Process. It Should Be Noted That All Products Supplied Must Be New And Unused, With The Exception Of Instruments And Equipment On Call. The Quantities Of The Products Requested In This Tender Are Referential And Estimated, Therefore, They May Decrease Or Increase According To The Needs, Contingency, Stocks And Financial Resources Of Hospital La Florida. The Supplier May Not Offer Complements, Extras, Or Accessories Not Contemplated In The Requirements Of These Bases. Any Extra Not Required Will Not Be Considered In The Evaluation. The Products Requested, As Well As The Available Spending Amounts Assigned To Each One, Are Detailed In The Technical Bidding Bases. However, Without Prejudice To The Foregoing, Any Extra Offered, Not Required By The Hospital, And That Cannot Be Technically Or Economically Separated From The Good To Be Acquired, Will Be Understood To Not Comply With What Was Requested And Will Give Cause For The Offer To Be Declared Inadmissible. Nor May The Supplier Present Two Alternative Inputs In The Same Offer, Unless It Does So Separately In Main And Alternative Offers, All In Accordance With The Rules, Otherwise, The Offer Will Be Declared Inadmissible. Likewise, If In A Process Simultaneous Offers Are Presented Regarding The Same Good Or Service Or Item Tendered By Companies Belonging To The Same Business Group Or Related To Each Other, As Provided In Article 9 Of The Purchasing Law, The Hospital Will Consider, For The Purposes Of Evaluating The Public Tender Or Item Offered, Only The Most Convenient Offer From The Respective Suppliers Of The Same Business Group Or Related To Each Other, According To The Evaluation Criteria Established In The Bases. Nor May The Supplier, In Any Case, Condition Its Offer By Generating Changes In The Technical Or Administrative Requirement Established In These Bases. In The Event Of Any Discrepancy Between What Is Offered By The Supplier And The Original Requirement Of The Bases, The Offer Will Be Declared Inadmissible.
