Tenders are invited for Construction and Completion of Infrastructure and Buildings (Section 1: Simonsen Wharf and Section 2: Port Sandwich Wharf) 15/26/WK/RFP/SA/SN/WHF/SPSW/ADB/MIPU Civil Works for: Section 1: Simonsen Wharf and Section 2: Port Sandwich Wharf The Ministry of Infrastructure and Public Utilities (MIPU) (the Employer) invites sealed bids from eligible Bidders for the construction and completion of infrastructure and buildings (the Works) including: Port Simonsen: demolition and site clearance, dredging and filling, concrete mattress, wharf and ramp structure, mooring piles, bollards, fenders and wharf furniture, yard infrastructure, and shelter, toilet and guardhouse buildings; and Port Sandwich: demolition and site clearance, rock revetment, cargo wharf structure and fender/mooring piles, ferry ramp structure and fender/mooring piles, bollards, fenders, wharf furniture and navigation aids, pavement and services, and shelter and toilet buildings. The Republic of Vanuatu has applied for financing from the Asian Development Bank (ADB) toward the cost of Maritime Development Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Ministry of Infrastructure and Public Utilities (MIPU) (the Employer) invites sealed bids from eligible Bidders for the construction and completion of infrastructure and buildings (the Works) including: Port Simonsen: demolition and site clearance, dredging and filling, concrete mattress, wharf and ramp structure, mooring piles, bollards, fenders and wharf furniture, yard infrastructure, and shelter, toilet and guardhouse buildings; and Port Sandwich: demolition and site clearance, rock revetment, cargo wharf structure and fender/mooring piles, ferry ramp structure and fender/mooring piles, bollards, fenders, wharf furniture and navigation aids, pavement and services, and shelter and toilet buildings. 3. Open competitive bidding (international advertisement) will be conducted in accordance with ADBs Single-Stage, Two-Envelope Bidding Procedure without Prequalification, with Merit Point Criteria (MPC) procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: (i) No non-performance contract as a result of contractors default since 1 January 2016. (ii) Not under suspension based on execution of a Bid Securing Declaration. (iii) Positive net worth, calculated as the difference between total assets and total liabilities, for the last year. (iv) Minimum average annual construction turnover of USD $30 million calculated as total certified payments received for contracts in progress or completed, within the last (5) five years (2021 to 2025). (v) Financial resources less its financial obligations for its current contract commitments, that meet or exceed USD $4.7 million. Joint Venture (JV) must meet 100% of the requirement in which one partner meets 40% of the requirement and each partner, 25% of the requirement. (vi) Demonstrate that it participated as a contractor, Joint Venture partner, or subcontractor, in one (1) contract that has been satisfactorily completed between 1st January 2016 and bid submission deadline where the value of the contract exceeds USD $30 million. (vii) Participation and successful implementation, as a contractor, Joint Venture partner, or Subcontractor, in one contract within the last (10) ten years that includes marine civil/structural works associated with a port facility. (viii) Bidder or its specialist subcontractor has construction experience in the following key activities since 1st January 2016: o Completed a minimum of one contract involving construction of 50 or more piles. o Transportation and installation of precast element units. o Construction of concrete pavement. o Dredging of at least one contract of 2,000m3. o Installation of rock revetment with rock size of at least 0.3m diameter (or similar sized revetment mattress). 5.
