It Services: Consulting, Software Development, Internet And Support – Procurement Of Kuntien Hetapalvelut Oys Travel And Expense Accounting System. Kuntien Hetapalvelut Oy (Hereinafter The Customer) Requests Offers For The Travel And Expense Accounting System (Hereinafter The System) That Is The Subject Of Procurement, Which Is Implemented As A Cloud-Based Saas Software Service. As An Option, The Acquisition Includes A Working Time Tracking System And Software For Work Shift Planning Functionality. Kuntien Hetapalvelut Oy Is An In-House Company Headquartered In Ylivieska In Northern Ostrobothnia, Which Plays An Important Role As The Administrator And Developer Of Hr And Financial Services For Its Customer Owners. The Main Owners Are Municipalities And Cities, For Which The Company Provides Personnel And Financial Management Services Using A Service Center Model, Following The Zero Profit Principle. The Number Of Employees In The Company Is 45 And The Turnover In 2025 Is About €4.1 Million. The Acquired System Must Have The Possibility To Manage The Travel And Expense Invoices Of Several Municipalities Or Companies, And As An Option, Monitoring Of Working Hours. The Travel And Expense Accounting Software Will Be Introduced For All Owner-Customers Of Kuntien Hetapalvelut Oy (10 Municipal Customers And 2 Limited Liability Companies), One Municipal Corporation And Possibly Some Corporate Customers And Hetapalveluti Itself. The Goal Of The Procurement Is To Ensure That The Personnel Have Access To A Modern, User-Friendly And Automated System That Reduces Manual Work, Supports Digital Transactions And Is Compatible With The Other Administrative Systems Of Municipal Hetaservices And Their Overall Architecture. The Target Schedule For The Production Introduction Of The Travel And Expense Calculation Functionality Is January 1, 2027. The Minimum Requirements For The Software Are Presented In The Tender Request And Its Attachments. The Procurement Contract To Be Concluded On The Basis Of Competition Is Valid For A Fixed Period From 1 October 2026 To 31 December 2027, After Which It Will Continue For The Time Being. Note! Monetra E8/2026 The Tendering Process For Kuntien Hetapalvelut Oys Travel And Expense Calculation System Was Suspended On June 25, 2026. Compared To The Competition In Question, No Other Changes Have Been Made To This Monetra E8.1/2026 Request For Tenders, Except For The Functional Minimum Requirements Of The Requirements Definition Appendix, Section 50. Payment Has Been Changed And Section 52. Things To Consider In The Payment Connection Has Been Removed.
