Architectural, Construction, Engineering And Inspection Services – Lapinnimenkoulus Condition Assessment And Pts. The Municipality Of Tervola Requests Your Offer For The Preparation Of A Condition Assessment And Maintenance Plan Proposal (Pts Proposal) For The School Building Located At Itäpuolentie 1545 In Accordance With This Request For Tenders And Its Appendices. The Building To Be Acquired Is A School Building Built At The End Of The 1960S, Which, In Addition To The School, Has A Central Kitchen, A Library, A Gymnasium, And Metal And Woodworking Facilities. The Building Consists Of Three Building Parts: A, B And C Parts. The Building Underwent Renovations In The 1990S. The Facades Of The Buildings Were Renovated In 2024, 2025 And 2026. The Exterior Doors And Windows Of The Buildings Were Renewed In The 2010S. The Building Houses A Former Oil-Fired District Heating Plant, Which Has Functioned As A Backup Heating System For District Heating. An Energy Certificate Has Been Drawn Up For The Building In 2025. The Ventilation System Has Been Cleaned And Adjusted In 2021. In Addition To The Building, The Condition Assessment Includes Courtyard Areas, Drainage Arrangements, Visible Parts Of The Rainwater System And Other Outdoor Areas That Are Essential For The Use Of The Property. Descriptions And Inspections Of The Drainage Ditches Have Been Carried Out In The Building In The 2020S, And The Related Documents Are Included In The Source Data. The Goal Of The Condition Assessment Is To Provide The Customer With An Up-To-Date And Practical Maintenance Planning Overview Of The Propertys Current Technical Condition, Repair And Maintenance Needs, And Future Repair And Development Needs. Based On The Condition Assessment, The Customer Receives Initial Information For The Planned Maintenance Of The Property, The Preparation Of The Budget, The Targeting Of Repairs, The Evaluation Of Follow-Up Studies And The Preparation Of Possible Subsequent Repair Projects. The Condition Assessment Is Prepared Following The Principles Of Rt 103096 Condition Assessment Of Office Property, Customers Instructions And Rt 103097 Condition Assessment Of Office Property, Condition Assessors Instructions. The Condition Assessment Is Mainly Based On The Available Initial Data, Information Provided By The Customer And Users, The Real Estate Inspection Performed At The Site, And Sensory And Non-Destructive Expert Observations. The Fitness Assessment Must Cover At Least Construction Technology, Hvac/Building Technology, Electrical And Information Technology Systems, Building Automation And Av Systems, An Assessment Of Risks Related To Energy Consumption, Health, Indoor Conditions And Usability, And A Pts Proposal For At Least The Next 10 Years. The Condition Assessment Does Not Include Actual Condition Examinations, Structural Analyzes Or Other Separate Examinations Or Reports. If, In Connection With The Fitness Assessment, A Need For More Detailed Fitness Examinations, Additional Clarifications, Measurements Or Urgent Measures Is Detected, These Should Be Presented In The Report As Justified Suggestions For Further Measures. The Site Tour / Property Inspection Must Be Completed No Later Than August 11, 2026. The Completed Fitness Assessment Report And Pts Proposal Must Be Delivered To The Customer No Later Than September 30, 2026.
