Work Detail
1º That The Ministry Of Health Is Responsible For Exercising The Function That Corresponds To The State Of Guaranteeing Free And Equal Access To Actions For The Promotion, Protection And Recovery Of Health And Rehabilitation Of The Sick Person; As Well As Coordinate, Control And, When Appropriate, Execute Such Actions. For Its Part, The San José Hospital Is A Network Self-Management Establishment, Functionally Deconcentrated, Whose Mission Is To Carry Out The Health Actions Entrusted To It. 2. That, In Accordance With The Provisions Of Exempt Resolution No. 443, Dated January 26, 2026, Which Approves The Annual Purchasing And Contracting Plan For The Year 2026 For The San José Hospital Complex, The Acquisition Of Supplies For The Endoscopy Unit Is Required. The Above, As Stated In The Certificate Dated April 9, 2026, From The Supply Unit. 3. That The Required Goods Are Not Found In The Catalog Of The Framework Agreement, Provided In The State Purchasing And Contracting Information And Management System, According To The Certificate Issued By The Procurement Headquarters Of The San José Hospital, Dated April 9, 2026, In Accordance With The Provisions Of Article 35 Bis, Second Paragraph, Of Law No. 19,886 And Article 29 Of The Regulations Of The Purchasing Law. 4. That, In The Case Of Goods That, Due To Their Nature, Cannot Be Reused Or Shared, In Accordance With The Provisions Of Article 28, Second Paragraph, Of The Regulations Of The Purchasing Law, The San José Hospital Is Exempt From The Consultation Procedure With The Circular Economy Platform. 5. That, In Accordance With The Provisions Of Article 9 Of Law No. 18,575, Constitutional Organic Law Of General Bases Of The State Administration, Administrative Contracts Will Be Concluded After A Public Proposal; For Its Part, Article 5 Of Law No. 19,886, The Basic Law On Administrative Contracts For The Supply And Provision Of Services, Provides That The Administration Will Award The Contracts It Celebrates Through Public Bidding; Finally, As Prescribed In Article 29 Of The Regulations Of The Purchasing Law, Public Bidding Is Appropriate When Contracting Through A Framework Agreement Is Not Appropriate.
