Tenders are invited for Audit of Grant Beneficiaries Call for Audit Firms | Terms of Reference for the Audit of Grant Beneficiaries BuildPalestine is inviting registered audit firms to submit their offers to conduct the grant verification audit for the Rise Program under the EU-funded Impact Together Project. This audit aims to ensure transparency, accountability, and compliance with donor requirements verifying that grants provided to our beneficiaries (social enterprises) have been used in accordance with the grant agreements and BuildPalestines financial guidelines. Deadline for submission: July 9, 2026 Location: Palestine Background about BuildPalestine BuildPalestine is a non-profit organization that supports social enterprises in Palestine through capacity building, mentorship, and grant funding. Under its Impact Together Project, funded by the EU and managed by Impact Europe, BuildPalestine provides modest sub-grants to selected beneficiaries to support the implementation of activities that contribute to social and economic impact within their communities. To ensure accountability, transparency, and compliance with EU donor requirements, BuildPalestine seeks the services of an independent external auditor or audit firm to conduct financial and compliance reviews of its grant beneficiaries. Purpose of the Assignment The purpose of this assignment is to engage an independent external auditor or audit firm to conduct phased financial and compliance reviews of the beneficiaries grant documentation under the Impact Together Project and applicable EU regulations. The audits will take place in August and December 2026, based on the beneficiaries reporting timelines. The auditor will verify that grant expenses are properly documented, eligible, aligned with the approved budgets, and compliant with BuildPalestine and Impact Europe (EU donor) requirements. The audit will also help BuildPalestine identify any gaps, missing documents, unsupported expenses, or compliance risks before final reporting and audit closure. Assignment Objectives and Scope of Work The objective of this assignment is to verify that the grant funds provided to beneficiaries were used in accordance with the grant agreements, BuildPalestines financial guidelines, and applicable EU donor regulations. The assignment will cover a total of six beneficiaries across two cohorts. The grants are modest in value, EUR 20,000-30,000 per beneficiary, so the audit is expected to be straightforward and proportionate to the size and simplicity of the grants. Through this assignment, the auditor will independently verify the accuracy, eligibility, and proper documentation of all reported expenditures, as well as their compliance with the grant agreements, BuildPalestines requirements, and applicable EU donor regulations, including adherence to relevant local law. Where applicable, the auditor will also identify any missing or non-compliant documentation and any compliance gaps, and recommend corrective actions. Specific Tasks The auditor will be expected to carry out the following tasks, including but not limited to: 1. Financial Review The auditor will review: Approved grant budgets, grant agreements, and financial reports submitted by beneficiaries. Invoices, receipts, payment vouchers, and proofs of payment. Bank statements, where applicable. Contracts and service agreements, and price offers or quotations obtained for services or purchases ( with signed provider agreements, where applicable). Salary or payroll-related supporting documents, where applicable. Any other relevant financial or supporting documents. 2. Compliance Review The auditor will verify whether: Expenses are aligned with the approved budget lines and were incurred during the eligible grant period. Supporting documents are complete, valid, and properly organized, and payments are properly documented. Any budget changes or reallocations were approved in advance. Expenses comply with BuildPalestine and EU donor requirements. Methodology The assignment shall be conducted in accordance with International Standards on Auditing (ISA) or other internationally accepted auditing standards, mainly as a desk review of documents shared by BuildPalestine and/or the beneficiary. Given the limited number of transactions per grant, the auditor is expected to perform a full verification of all reported costs, supporting documents, and proofs of payment, with work remaining proportional to the scale of the grants. Meetings may be held with BuildPalestine and/or the beneficiaries, as needed, to clarify findings, discuss observations, or request additional documentation. The methodology should include: 1. A kick-off meeting with BuildPalestine to agree on the scope, timeline, document-sharing process, and reporting format. 2. Review of grant agreements, approved budgets, and reporting templates. 3.
