General Procurement Notice For Construction And Completion Of The Kampot Combined Sewerage And Drainage Network Including Two Years Of Operations And Maintenance

Tenders are invited for construction and completion of the kampot Combined Sewerage and Drainage Network Including Two Years of Operations and Maintenance The Kingdom of Cambodia has received financing from the Asian Development Bank (ADB) toward the cost of Livable Cities Investment Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Ministry of Public Works and Transport (MPWT) (the Employer) invites sealed bids from eligible Bidders for the construction and completion of the following contract package (the Works). The scope of Works is summarized as follows: Cleaning of existing drainage (52km) + CCTV Construction of combined sewer (primary 6,141.90m, secondary 9,759.22m, Manhole 413 unit and Catch basin 813 unit) Construction of 1 Drainage PS (6.m3/s) + Tidal gate. Repair / Rehabilitation (including lining) of existing network Solar PV plant at Main Pumping Stations Replacement of equipment at MPS and WWTP Repair works/ modification at MPS and WWTP Equipment for O&M services 2 years Operation and Maintenance 3. Open competitive bidding International advertisement will be conducted in accordance with ADBs Single-Stage: Two-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: (i) The Bidders net worth within last year shall be positive. (ii) Minimum average annual construction turnover of USD 17.50 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2023, 2024 & 2025). (iii) The Bidder must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its current contract commitments defined in FIN - 4, meet or exceed the total requirement for the Subject Contract of USD 3.00 million. (iv) Participation as a contractor, Joint Venture partner, or Subcontractor, in the following contracts that have been satisfactorily completed between 1 January 2019 and bid submission deadline at least one of contract, where the value of the Bidders participation exceeds USD 15,000,000.00. The similarity nature of the Bidders participation shall be based on: Drainage, Sewer, and Reinforced concrete road surfacing. (v) Construction Experience in Key Activities Drainage, reinforced concrete (at least 800mm diameter or 0.50 sq.m for other shape) at least 10.00km Sewer: at least 5km Reinforced concrete road at least 20,000.00 sq.m.
