Request for proposals for Assessment of institutional capacity and climate finance landscape Title : Assessment of institutional capacity and climate finance landscape Reference : 100016048 Process : RFP Description : GGGI Benin Country Office is inviting eligible firms/entities to submit their proposals for the following scope of work: PROJECT BACKGROUND: The Government of Benin has adopted comprehensive policy and frameworks to advance climate action and sustainable development. This includes the updated Nationally Determined Contributions (NDC 3.0), a Green Financing Framework, a national green taxonomy, and the operationalization of the Carbon Project Registration Authority (AEPC). Moreover, the Government of Benin, in partnership with the Government of Luxembourg and GGGI, is in the process of establishing a Climate Finance Unit (CFU), to serve as the national coordination mechanism for mobilizing, managing, and tracking climate and sustainable green finance. The operationalization and effective implementation of these frameworks and initiatives require enhanced institutional capacities among relevant public and private entities, as well as a comprehensive understanding of the climate finance landscape. In this context, GGGI intends to engage an international consulting firm (referred to as Consultant) to i) undertake a comprehensive institutional capacity gaps assessment of public and private institutions related to accessing climate finance; ii) develop a roadmap for local and international partnership development for climate finance mobilization; and iii) strengthen national climate finance ecosystem. The assignment aims to achieve sustained institutional and system level capacity development through a systemic approach, resulting in functional, coherent, and scalable outcomes for climate finance mobilization. Proposed Activities for the Overall Project The overall assignment includes a) Institutional capacity and climate finance access gaps assessment and partnership development for climate finance mobilization i. The gaps and needs assessment of relevant public and private institutions in accessing climate and sustainable finance ii. The design of a sustainability plan for capacity development, retention, and continuous growth iii. The development of a roadmap for partnership development for domestic and international climate finance mobilization 2 b) Climate finance landscape and market opportunity assessment Annex A-I. Terms of Reference i. The assessment of a comprehensive climate finance landscape, including finance raised from carbon market mechanisms ii. The assessment of market opportunities to unlock climate investments, covering, inter alia, underserved priority sectors with high adaptation/mitigation potentials, and underutilized financial instruments iii.
