In this activity, radiation monitor data shall be analysed to understand how the updated flux maps affect different reconstructions of the complete Van Allen belts through both analytical mapping/interpolation and physics-based modelling. The various existing European pre-developments and prototype models shall be evaluated and used in this process where found suitable. Different established means (Singular Value Decomposition, Neural Networks, etc.) to convert the instrument counts to environmental fluxes in an optimal and transparent way shall be assessed. A prototype database will be a reference database, version controlled and with community open access.The following tasks are foreseen in the activity: In preparation of a new European global radiation belt model, evaluate the latest methodologies available on data merging issues. Make comparisons to predictions from existing models and analyse the differences. Analyse the quality of the calibration and simulation metadata gained from relevant missions and process it into usable quantities: particle fluxes, spectra, doses, etc. Derive the radiation response functions of the suitable instruments. Build a coherent multi-cycle set of data that can be transformed into time-dependent flux maps of the radiation belts by applying crosscalibration. The data on Solar Particle Events shallbe consideredbased on occurrence. A detailed development plan for a global end model system and related software shall be prepared. The software versions resulting from this activity shall be distributed under an ESA Software Community Licence, so that any individuals or entities within ESA Member States can access to it and can provide updates to the community of users. Nevertheless, thecontractor shall own all intellectual property rights on the software resulting from this activity and may therefore additionally distribute it, in its own discretion, under any other license (e.g. without the territorial restriction of the ESA Software Community Licence). NOTE: This activity is currently in the GSTP Work Plan but will only be implemented after confirmation of financial support from Delegations.
