Tenders are invited for Awareness Social media Campaign Tender Description Terms of Reference (ToR)- Awareness Social media Campaign PFAIU-ERP-003 Assignment Title To establish an Awareness social media campaign, PFAIU will contract a specialized media company to design, produce, and implement a comprehensive social media campaign to raise awareness about sustainable waste management practices in the Palestinian food industry. Background and Context About PFAIU The Palestinian Food & Agriculture Industries Union (PFAIU), established in 1995, is a leading representative body for the Palestinian food sector, with over 300 active members. The sector, which includes more than 3,000 establishments in the West Bank and Gaza Strip, has attracted investments exceeding $580 million and provides employment for over 20,000 individuals. PFAIU is committed to strengthening the competitiveness of the local food industry by promoting high-quality Palestinian products, offering training in management and marketing, and supporting member access to both local and international markets. Guided by a vision of delivering healthy food through environmentally sustainable practices, the Union works to enhance food industry standards while celebrating and preserving Palestinian culinary heritage. Through its ongoing efforts, PFAIU continues to serve as a vital platform for sectoral development, advocacy, and technological advancement. About the Project This project is implemented by the Palestinian Food and Agriculture Industries Union (PFAIU) in collaboration with Enabel, the Belgian agency for international cooperation, and is funded by the Government of Belgium under the Green West Bank intervention. The project aims to promote sustainable practices within the Palestinian food sector, with a focus on improved waste management, renewable energy, energy efficiency, and the reinforcement of relevant regulatory frameworks. A key objective of the project is to advance Green, Circular, and Environmental (GCE) practices across the sector through targeted training and capacity-building activities. As part of this effort, this assignment aims to Raise awareness in the field of waste management Objectives: · The objective of this assignment is to engage a professional video production company to design, produce and deliver 4 short awareness videos to raise awareness about sustainable waste management practices in the Palestinian food industry. · increase awareness and improve public understanding about sustainable waste management practices in the Palestinian food industry. · Increase engagement across social media platforms. · Produce social media videos and posts that highlighting the importance of reducing, reusing, and recycling food waste. · Produce educational content, success stories and practical tips for both businesses and individuals. Scope of Work and deliverables: The selected agency will be responsible for: · Content Development: develop a creative content for awareness campaign including: · Develop and publish 1520 social media posts · Develop and produce four short awareness videos (23 minutes each) · Working with PFIU team to develop Awareness messages,and streamlined them across other products. The awareness campaigns commonly include multimedia assets optimized for platforms such as Facebook, Instagram etc. Storyboard and drafts: · Produce storyboards and visuals drafts for each video for review and feedback before final production. Video production: · Create high-resolution, high-quality videos (2-3 minutes each) in Arabic/English language including subtitles in English/Arabic language. · Structure each video with a clear introduction, main content (aligned with thematic approaches), and a strong conclusion or call to action. · Include logos and disclaimer at the end of each video. Social media management: The contracted company will be granted access to PFIAU social media to: · Publish approved content from PFIU Team. · Monitor guidance engagement. · Optimize campaign reach and engagement. · Monitor advertising performance. · Develop a social media strategy aligned with the campaign goal. Monitoring and reporting: · Track and report campaign performance though monthly report. · Each report should include reach, impressions, engagements, audience growth. Duration: The campaign will be implemented over a duration of six (6) months. Required Qualifications and Experience: · Proven of 5- years of relevant experience. · Strong storytelling and visual designs. · Knowledge of analytics tools and performance tracking. Reporting and coordination: · The Contracted company will report to the project coordinator for approvals and feedback. Application Requirements: Interested agency must submit: Technical proposal. Financial proposal. Portfolio of relevant work. References from past clients. Proof of income tax compliance; if not available, the equivalent tax amount will be deducted and officially transferred to the relevant authority. Offers with incomplete documentation and/or offers received after the deadline will not be taken into consideration. Best value for money principle will be taken into account by using a weighted scoring method to evaluate the combination of the applicants qualification and experience (60points) and financial offer(40points). Service providers/expert must score at least 36 points in the technical evaluation (60% of the maximum available) to qualify for financial evaluation. The two files must be clearly named, e.g.: · [Name]_Technical_Proposal.pdf · [Name]_Financial_Proposal.pdf All prices must be quoted in Euro, exclusive of VAT and any applicable taxes. All offers must remain valid for one hundred and twenty (120) days from the submission deadline. Prices shall be fixed for the entire contract duration and not subject to change, except for reductions offered by the bidder. Payment shall be processed within thirty (30) days from the invoice date and upon approval of deliverables. All pages of the proposal, including annexes, must be signed and stamped. PFAIU reserves the right to award the contract to the most responsive and cost-effective offer, conduct negotiations with the selected applicant, or reject any or all proposals without obligation. A valid registration certificate issued by the relevant Palestinian authority must be provided, where applicable.
