Bus Services Will Be Awarded Following A Procedure Under The Public Procurement Act And In Accordance With The Public Transport Act (Pta) And Regulation (Ec) No. 1370/2007 Of The European Parliament And Of The Council Of 23 October 2007 On Public Rail And Road Passenger Transport Services And Repealing Regulations (Eec) No. 1191/96 And (Eec) No. 1107/70 Of The Council (L 315/1 Of December 3, 2007) Depending On The Available Financial Means And The Possibilities To Transfer The Operational Risk To An Economic Operator. In The Present Case, Bus Services Are Awarded Without Transferring The Operational Risk To The Economic Operator, Which Is Why The Award Is Carried Out In Accordance With The Law On Public Procurement. The Service Covers The Following Directions: City Bus Lines With Numbers 1, 2, 3, 4, 5, 5A, 6, 7, 8, 9, 9A, 10, 11, 14, 15, 16, 27, 61, 71 And 62. The Total Volume Of The Order Includes All Courses According To The Relevant Timetables. In Accordance With Ordinance No. H-21 Of 19.12.2023 And Pms No. 356 Of 29.12.2023, When Performing The Public Procurement, The Contractor Should Ensure Compliance With The Following Requirements For Clean Vehicles: I. For Buses Of Categories M2 And M3, Class I, Used On Urban Lines: - At Least 48% Of The Buses Must Be Clean Vehicles In The Sense Of §1 Of The Ordinance; - At Least 24% Of The Buses Must Be Zero-Emission, Measured According To Regulation (Ec) 715/2007 Or 595/2009. For The Execution Of The Public Order, The Carrier Will Have At Least 26 Buses (Own Or Leased), Including: Main Buses For The Execution Of The Order: 22, Of Which 16 Should Be Provided By The Contractor, And 6 Will Be Provided By The Shumen Municipality; Spare Buses For The Execution Of The Order: 4 Units Provided By The Contractor. For Lines No. 4, 7, 9, 9A, 61 And 71, 6 (Six) Units Will Be Leased To The Contractor. Electric Buses With Zero Emissions - Category M3, Class I, Acquired By The Municipality Of Shumen Under The Investment Mobility And Green Transport In The Municipalities Of Shumen And Targovishte Under Procedure Bg-Rrp-8.013 Eco-Friendly Mobility, Financed By The Recovery And Sustainability Mechanism Of The Ministry Of Rural Development Under The National Plan For Development And Sustainability. The 6 (Six) Zero-Emission Electric Buses, Category M3, Class I, Provided By The Municipality Of Shumen Are Included In Determining The Fulfillment Of The Requirements For The Minimum Share Of Zero-Emission Vehicles, According To Regulation No. For The Contractor.
