Technical Assistance Services – Technical Assistance In The Drafting Of The Project For The Completion Of The Works To Improve The Inlet Conditions In The Andévalo Reservoir For Its Use In Situations Of Shortage. Hydrographic Demarcation Tinto, Odiel, Piedras Y Chanza (Dhtopc). The Purpose Of This Contract Is To Contract The Service Of Technical Assistance For The Drafting Of The Project For The Completion Of The Works To Improve The Conditions Of The Drawing In The Andévalo Reservoir For Its Use In Situations Of Shortage. Hydrographic Demarcation Tinto, Odiel, Piedras Y Chanza (Dhtopc). The Declaration Of Exceptional Drought In The Andévalo-Chanza-Piedras System, Declared Pursuant To The Order Of October 24, 2023, Of The Minister Of Agriculture, Fisheries, Water And Rural Development, Generated The Need For Immediacy In The Execution Of Actions Due To The Situation Of Serious Danger For The Supply Of Water To The Population Due To The Risk Of A Catastrophic Event, Due To The Lack Of Functionality Of The Existing Infrastructure, And Meant The Impossibility Of Supplying The Volumes Stored To Users Of The Demarcation. For This Reason, The Works To Improve The Drink Conditions In The Andévalo Reservoir For Its Use In Situations Of Shortage Are Declared An Emergency. And After The Corresponding Processing, The Works Began On January 12, 2024. During The Execution Of The Emergency Work, The Hydrological Situation Changed, So On May 9, 2025, The Councilors Order For The Formal Declaration Of A State Of Normality Was Published In Boja. This Change In The Hydrological Situation Meant That The Causes That Motivated The Declaration Of Emergency Ceased, Such As The Immediate Need To Guarantee The Full Use Of The Resources Impounded In The Andévalo Reservoir For Use. Under These Conditions, The General Directorate Adopted The Decision That The Works Should Not Continue Through The Exceptional Procedure Provided For In Article 120 Of Law 9/2017, Of November 8, On Public Sector Contracts. On September 30, 2025, The Resolution Of Revocation Of The Emergency Works To Improve The Intake Conditions In The Andévalo Reservoir Was Signed By The General Directorate Of Water Infrastructure. The Current Situation Is One Of Unfinished Work, Which Is Why It Is Necessary To Draft A Project For The Termination Of The Works To Improve The Inlet Conditions In The Andévalo Reservoir For Its Use In Situations Of Shortage, To Begin The Ordinary Contracting File For The Pending Works, As Resolved In The Revocation Resolution (Annex I Of The Report), Since Although The Situation Of Scarcity That Motivated The Immediate Need To Have The 110 Hm³ Of The Andévalo Reservoir, The Volumes Currently Concessioned In The Demarcation Represent A Deficit Of Up To 80 Hm³ Per Year, Without Considering The Provisions Of The Spanish-Portuguese Agreement Of Albufeira, Which Would Raise Said Deficit To 95-125 Hm³ Per Year, Depending On The Hydrological Situation In Alqueva-Pedro Gao. For This Reason, The Systems Deficit Is Compensated With Hyper-Annual Resources From Andévalo Which, If Not Required
