Rfp Documents Will Be Provided To Proponents That Complete The Individual And Business Ndas.Non-Disclosure Agreement 1The Nda Must Be Executed In Order To Obtain Access To Rfp And Contract Documents.2Proponents Are Asked To Sign, By Hand Or Electronically, The Nda Set Out In Schedule C (Non-Disclosure Agreements) And Submit The Executed Document Via Email To The Inquiries Contact. If The Proponent Is Comprised Of More Than One Entity, Each Team Member Must Execute The Nda. 3The Nda Must Be Submitted To The Inquiries Contact At Least Two Business Days In Advance Of The Closing Date And Time. 4Executing The Nda Is A Precondition To Obtaining Access To The Protected Information In The Rfp And Contract Documents And Would Enable Proponents To Ensure That Proposals Are Prepared In Accordance With All Necessary Background Information. The Intent Of This Request For Proposals (“Rfp”) Is To Solicit And Receive Formal Offers From Prospective Proponents (Defined In Section 1.5 Below) For The Provision Of Fixed Price Construction Services For The Calgary – Office Of The Chief Medical Examiner – New Build – Construction Services (“Project”), Comprising A Three-Phase Delivery Including Construction Of A New Ocme Facility At 4070 Bowness Road Nw While Maintaining Continuous Operation Of The Existing Facility, Demolition Of The Existing Building And Associated Infrastructure Following Occupancy Of The New Facility, And Site Remediation And Completion Of Landscaping Works To Achieve Final Project Close-Out. A)The New Facility Will Replace The Existing Ocme Building (Constructed In 1984 With No Major Renovations To Date) And Is Intended To Improve Operational Workflow, Efficiency, And Service Delivery For The Chief Medical Examiner, Staff, And Associated Stakeholders. The Facility Will Include Office And Administrative Areas, Interview And Public Viewing Spaces, Morgue And Receiving Areas, And All Associated Architectural, Structural, Mechanical, And Electrical Systems, Including Complete Building Envelope, Interior Fit-Out, Coordination Of Works, And Full Commissioning To Achieve Operational Readiness.B)The Ocme Provides Critical Services Under The Fatalities Inquiry Act For Southern Alberta, Including Autopsy Examinations, Determination Of Cause And Manner Of Death, And Provision Of Expert Evidence In Criminal And Non-Criminal Proceedings. The Facility Operates Continuously On A 24/7 Basis At Varying Levels Of Intensity. Accordingly, The Existing Facility Must Remain Fully Operational Throughout Construction Of The New Facility And Until Full Transition Of Services Is Completed. The Same Operational Continuity Requirement Applies During Demolition And Subsequent Site Remediation Works.C)The Project Is Structured Into Three Sequential Phases:I.Phase 1 – Construction Of New Facility: Construction Of The New Ocme Facility On The Existing Site While Maintaining Uninterrupted Operation Of The Existing Building. The Scope Includes Site Preparation, Including Remediation Of Existing Uncontrolled Fill Conditions, Construction Of Building And All Associated Systems, And Commissioning To Achieve Interim Acceptance. The Upper 1.0M Of Uncontrolled Fill Beneath And Around The Building Footprint Is To Be Removed And Replaced With Engineered Fill Following Subgrade Compaction And Installation Of Geogrid Reinforcement As Specified. The Ocme Must Be Provided Advance Notice Of Vibration-Intensive Activities To Support Operational Continuity. Interim Acceptance Is Anticipated As Per Article 1.7. Key Dates And Timelines, Followed By An Approximate Four-Month Operational Transition Period By The Province.Ii.Phase 2 – Demolition Of Existing Building: Following Relocation Of Ocme Operations To The New Facility, The Existing Building And Associated Service Yard Will Be Fully Demolished. This Includes Removal Of Underground Services, Perimeter Landscaping, And All Associated Structures, Subject To Retention Requirements For Selected Trees As Identified In The Contract Documents. Hazardous Materials Identified In The Provided Assessment Must Be Removed And Disposed Of By Qualified Contractors In Accordance With The Environmental Protection And Enhancement Act And Applicable Alberta Regulations.Iii.Phase 3 – Site Remediation And Landscaping: Final Phase Includes Remediation Of The Former Building Site And Completion Of All Landscaping Works To Integrate The New Facility With Surrounding Site Conditions. This Includes Completion Of Remaining Site Grading, Planting, And Landscape Construction In Accordance With The Landscape Drawings, And Restoration Of All Areas Affected By Demolition Activities. Completion Of The Overall.
