Expression of Interest for Inga 3 Hydro - Market Study and Sector Analysis. Publication Date: 06/24/2026 12:00 AM EDT EOI Deadline: 07/08/2026 11:59 PM EDT Description: The Inga 3 Hydropower Project, located on the Congo River in the Democratic Republic of the Congo (DRC), constitutes the first phase of the broader Grand Inga development, which, in its ultimate configuration, could reach a total installed capacity of up to [42 GW]. The Project entails the development, financing, construction, commissioning, operation and maintenance of a large-scale hydroelectric power plant with an installed capacity that remains to be finalized on the basis of the technical-options update currently being carried out, within a continuum ranging from approximately [3 GW] to [11 GW]. The Project is being considered for financing and advisory support by a group of international financial institutions (the Lenders), including the International Bank for Reconstruction and Development (IBRD) and the International Finance Corporation (IFC). The Project is being structured by the Agence pour le Développement et la Promotion du projet Inga (ADPI) on behalf of the DRC, with the state-owned utility Société Nationale dÉlectricité (SNEL) as the historical transmission and distribution operator in the country and as operator of the existing Inga 1 and Inga 2 plants. The energy produced by Inga 3 is expected to be sold under long-term power purchase agreements (PPAs) to a combination of off-takers including SNEL (for supply to the DRC domestic market), the national utility of the Republic of South Africa under the DRC-South Africa Treaty (with a share of Inga 3 production historically set at 2,500 MW and now envisaged to be increased up to 5,000 MW), as well as large industrial consumers, in particular mining off-takers, located along the Inga-Kolwezi corridor and in neighbouring Southern African Power Pool (SAPP) countries. Inga 3 will be evacuated through a dedicated high-voltage transmission backbone, with the Eastern Corridor (Inga-Kolwezi-Witkop) already pre-feasibility-studied as the priority route, and with complementary options to be considered for supply to the DRC, the SAPP and the Pool Énergie dAfrique Centrale (PEAC). The Project sits within a regional power system context marked by structural supply deficits in the DRC, large and growing demand from the mining sector in the Copperbelt (DRC, Zambia), and significant balancing needs in the SAPP driven by the coal-fleet retirement trajectory in South Africa. The primary objective of this study is to provide a comprehensive, bankable analysis of the electricity market that Inga 3 is expected to serve, focusing on the demand and supply dynamics, financial viability of the key off-takers, and network assumptions across the DRC, the SAPP (with a particular focus on South Africa, Zambia, Zimbabwe and Botswana), the PEAC and the East Africa Power Pool (EAPP).
