Request for proposals for Strengthening Komisi Nasional Disabilitas (KND) Closing Date: 17 Jul 2026 Type: Consultancy Program Background Australia-Indonesia Partnership for Justice Phase 3 (AIPJ3), is a five-year investment by the Australian Department of Foreign Affairs and Trade (DFAT) to partner with the Government of Indonesia (GOI) to advance its priority law and justice reforms. It aligns with Indonesias National Development Plans (Long- Term National Development Plan 2025-2045, Mid-Term National Development Plan 2025-2029) and the Australia-Indonesia Development Partnership Plan 2024-2028. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining the flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and womens leadership. AIPJ3 will progress the long-term goal of Strong and accessible justice and security institutions that uphold the rule of law and contribute to stability and prosperity in Indonesia and the region. With the specific objective of working in partnership with Indonesia to support effective realisation of justice reforms, AIPJ3 has the following end-of-program outcomes (EOPOs): EOPO 1: Justice institutions develop and implement policies, plans, budgets and practices that advance the rule of law and economic development in the priority areas of accountability and transparency, criminal and commercial law reform EOPO 2: Justice institutions and partners implement and adapt policies, plans, budgets and practices that contribute to preventing violent extremism and addressing transnational crime EOPO 3: Justice institutions develop and implement policies, plans, budgets and practices that advance equal access to justice for women, children and persons with disabilities EOPO 4: Government of Indonesia, Government of Australia and non-government organisations deepen partnerships in the justice and security sectors for mutual benefit Under the cooperation between AIPJ3 and the National Commission on Disability (Komisi Nasional Disabilitas KND), as reflected in the AIPJ3 Annual Work Plan agreed by AIPJ3s Partnership Board, AIPJ3 through its Access to Justice Strategy supports KND in strengthening its institutional capacity to implement its mandate to monitor the respect, protection, and fulfilment of the rights of persons with disabilities in Indonesia. KNDs mandate is stipulated under Law No. 8/2016 on Persons with Disabilities and further regulated through Presidential Regulation No. 68/2020 concerning the National Commission on Disability. KNDs monitoring and evaluation function is also aligned with the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD), ratified through Law No. 19 of 2011. Indonesias disability rights framework is guided by the Disability Master Plan (Rencana Induk Penyandang DisabilitasRIPD) under Government Regulation No. 70/2019 and operationalised through the National Action Plan on Disability (Rencana Aksi Nasional Penyandang DisabilitasRAN PD) under Bappenas Regulation No. 3/2021. In 2024, KND launched a guidebook and monitoring instrument to support oversight of the respect, protection, and fulfilment of the rights of persons with disabilities. This activity will review and strengthen that instrument and methodology to address implementation gaps, improve effectiveness, deepen participation, and support evidence-based monitoring. It will also build KNDs capacity through training and implementation support at national and sub-national levels. The work is expected to be delivered in three tasks. The first task, focusing on reviewing and strengthening the monitoring instrument and methodology, will be implemented over a period of up to 7 months, from September 2026 to March 2027. The second and third tasks, which involve supporting KND in implementing its monitoring activities and preparing the monitoring report, will be undertaken from April to September 2027. The final monitoring report is expected to be launched no later than October 2027. This activity contributes to AIPJ3s Access to Justice Strategy by strengthening KNDs capacity to monitor the respect, protection, and fulfilment of the rights of persons with disabilities, including barriers faced by persons with disabilities in accessing services, participation, and legal protection. By strengthening inclusive and evidence-based monitoring and ensuring meaningful participation of persons with disabilities and Organisations of Persons with Disabilities (OPDs), the activity aims to support more responsive institutions and policies that promote equal access to justice and the fulfilment of disability rights in Indonesia. For more information, please see www.dt-global.com About the Engagement: AIPJ3 seeks support from qualified civil society organisations (CSOs), consortiums, and/or universities with demonstrated expertise in disability rights, monitoring systems, institutional strengthening, and participatory approaches that involve both rights holders and duty bearers. The activity is expected to strengthen the capacity of KND and relevant stakeholders to conduct monitoring, increase the meaningful participation of persons with disabilities and Organisations of Persons with Disabilities (OPDs), and improve the use of monitoring findings to support advocacy and policy development to fulfil disability rights in Indonesia. The objective of this grant activity is to support KND in strengthening its institutional capacity to implement monitoring and evaluation functions to fulfil the rights of persons with disabilities in Indonesia. The activity will support the review, refinement, testing, and operationalisation of KNDs monitoring instrument and methodology, including strengthening coordination and participation mechanisms, data collection approaches, and evidence-based monitoring processes at national and sub-national levels.
