According To Art. 193 Of The Water Law (Lg) (Promulgated Sg No. 67 Of 27.07.1999, In Force From 28.01.2000, Last Amended And Additionally Amended Sg No. 41 Of 10 May 2024), Public Relations Related To Water Supply And Sewerage Services, The Subject Of This Order, Are Regulated By The Law On The Regulation Of Water Supply And Sewerage Services (Wsrcu) (Promulgated Sg No. 18 Of 25.02.2005, Later Supplemented By Sg No. 77 Of September 18, 2018) And Subject To Compliance With The Requirements Of Zv. On The Basis Of Art. 198O, Para. 1 And Para. 2 Of The Civil Code, The Management, Maintenance And Operation Of The Water Supply Systems And Facilities, As Well As The Provision Of Water Supply Services To Users Against Payment, Are Carried Out By Water Supply Operators In Accordance With The Rules Of The Civil Code And The Zrvku, As Para. 2 Stipulates That Within The Boundaries Of A Designated Territory, Only One Water Supply Operator Can Carry Out The Activities Under Para. 1. Water Supply And Sewerage Ltd. Vratsa Carries Out The Activities Of Management, Maintenance And Operation Of Water Supply Systems And Facilities And Provision Of Water Supply Services On The Territory Of The Municipality Of Vratsa. As Can Be Seen From The Factual Situation Described, By Virtue Of An Administrative Act, Water Supply And Sewerage Ltd. Vratsa, Is The Holder Of Exclusive Rights For The Supply Of Drinking Water, Removal And Purification Of Waste Water On The Territory Of The City Of Vratsa. In Connection With The Above And In View Of The Fact That On The Basis Of § 34 Of The Pzr Of The Zv, In Connection With Art. 198A Of The Same Law, With Decision No. Rd-02-14-2234 Of 22.12.2009 (Promulgated In Sg No. 7/2010) Of The Minister Of Regional Development And Public Works, The Designated Areas Of Action Of The Water Supply Operators And Their Boundaries, Which Excludes An Alternative Way Of Awarding The Public Contract, I Consider That The Hypothesis Of Awarding A Public Contract To Ground Art. 79, Para. 1, Item 3, B. C From Zop.
