In The First Stage, This Consists Of A Public Participation Competition With The Determination Of The Suitability Of The Applicants And The Selection Of Suitable, Competent And Efficient Companies For The Subsequent Offer Development And Negotiation Phase. The Offer Development Phase Begins With The Invitation Of The Selected Participants And The Provision Of The Complete Tender Documents. On This Basis, The Participants In Phase 1 Create An Initial Offer. The Offers Consist Of A Draft Plan For The Realization Of The Functionally Described Services As Well As Flat-Rate Fixed Prices For The Planning, Construction And Maintenance Services. The Submitted Designs Will Be Evaluated By A Project Group Based On The Award Criteria. This Is Followed By Phase 2, The Negotiation Phase, In Which The Submitted Offers Can Be Optimized And Negotiated. The Number Of Bidders Remaining In Phase 2 As Well As The Duration And Intensity Of The Negotiations Are Essentially Determined By The Quality Of The Offers And The Resulting Competitive Situation.
