Request for proposals for M&E Consultancy. Location: Kigali Deadline: Friday, 03/07/2026 23:59 Background TechnoServe is working with a major bilateral donor to design and implement a multi-year program that aims to break the cycle of vulnerability, poverty, and gender inequality in some of Rwandas poorest and environmentally fragile districts in the Western and Southern Provinces. The program is using a market systems approach to catalyze systemic changes that result in sustainable, increased incomes for tens of thousands of poor people, particularly women, living in Western and Southern Rwanda. ReGenerate Rwanda applies an environmentally sustainable/regenerative business lens to reduce economic, environmental, and social barriers that keep poor women, youth, and men trapped in poverty and unlock opportunities for their full engagement and benefit from economic opportunities. To achieve its objective, ReGenerate Rwanda is working in close partnership with a diverse range of market actors to support a portfolio of interventions within priority sectors or cross-cutting market functions. Scope of Work The purpose of this assessment is to evaluate the sustainability and long-term market-viability of the agent model implemented under the ReGenerate Rwanda Program, as a mechanism to drive off-farm employment. In addition, the assessment will explore broader systemic changes influenced by the program by incorporating perspectives from non-program market actors to determine whether the program has contributed to wider market awareness, behavioral changes, improved access to services, or spillover effects within the target communities. Findings from the assessment will generate evidence-based recommendations to improve program performance and inform strategic decision-making for future implementation and scale-up of the program. To assess the sustainability of the agent model as a mechanism to drive off-farm employment, and gather early evidence that explores the market incentives and conditions required for the agent model to function. This assignment will also examine broader spillover effects among non-program market actors in order to explore changes to underlying market systems and to identify strengths, gaps, and opportunities for improving program performance. Specific objectives Assess the Agent experience Examine the structure and operational functionality of the current agent model; Assess agent recruitment, onboarding, training, supervision, incentives, and performance management systems; Evaluate agent capacity, competency, motivation, and service delivery effectiveness; Identify operational bottlenecks, gaps, and risks affecting agent performance; Assess geographic coverage and accessibility of agents to beneficiaries; Explore the economic and operational conditions under which the agent model is a profitable and desirable livelihood; under which conditions is it not; Examine sustainability and scalability of the model Assess private sector incentives Examine and evaluate the private sector incentives that underpin the agent model, and the extent to which they have held up across the programs partners Explore the economic and operational conditions under which private sector incentives hold, under which conditions they do not; Capture and assess any early evidence of crowding among non-program market actors. What are the factors that are influencing decisions to crowd in Identify risks to the sustainability of the agent model Provide Recommendations Recommend improvements to strengthen the agent model; Provide practical recommendations for scaling and sustainability. Scope of Work and Methodology The consultant is expected to propose a mixed-methods methodology combining qualitative and quantitative approaches. The methodology should include: Sampling design and sample size; Data collection procedures; Gender & youth inclusion considerations; Geographic coverage; Data quality assurance measures; Ethical considerations, data protection and confidentiality. Inception Phase Review relevant program documents and existing data; Hold inception meetings with the ReGenerate Rwanda Program team; Develop and submit an inception report including: Methodology; sampling strategy; data collection tools and work plan and timeline. Data Collection The consultant shall conduct both qualitative and quantitative assessments: Agents (both for partners and non-partners); Market actors (both partners and non-partners) Data Collection Methods Review of existing program data; Key Informant Interviews (KIIs); Data Analysis Analyze quantitative and qualitative findings; Triangulate data from multiple sources; Identify patterns, challenges, opportunities, and lessons learned; Generate practical and evidence-based recommendations. Validation and Reporting Present preliminary findings to the ReGenerate Rwanda Program; Facilitate a validation meeting; Incorporate program feedback into the final report. Key Assessment Questions The assessment should respond to, among others, the following questions: Agent Experience How effective are the current recruitment, onboarding, training, supervision, and performance management systems in enabling agents to deliver quality services? What factors influence agent capacity, motivation, retention, and overall performance, and how do these affect service delivery outcomes? What operational, financial, and logistical challenges do agents face, and how do these challenges impact their productivity and effectiveness? Under what operational conditions is the agent model sustainable, scalable, and a profitable livelihood opportunity for agents? Private Sector Incentives What incentives motivate private sector partners to participate in and support the agent model? Under what market, and operational conditions do private sector incentives remain strong, and under what conditions do they fail? To what extent is there evidence of crowding-in by non-program market actors, and what factors influence their decision to adopt or invest in the agent model? What risks and opportunities affect the long-term sustainability and scalability of private sector engagement in the agent model? Deliverables The consultant is expected to complete and submit the following deliverables within 3 months from the date of contract signing Deliverable Description Inception Report Detailed methodology, sampling plan, and work plan Data Collection Tools Survey questionnaires, interview guides, etc. Preliminary Findings Presentation Initial findings and emerging recommendations Draft Assessment Report Comprehensive draft report Validation Meeting Facilitate a validation session with the program Final report and recommendations Final report incorporating program feedback Cleaned datasets and transcripts All collected data, assessment tools and lists of respondents Contents of the Final Report The final report should include: Executive Summary Background and Context Assessment Objectives Methodology Assessment of Agent Experience Assessment of Private Sector Incentives Findings and Analysis Key Challenges and Opportunities Conclusions Recommendations Annexes (tools, list of respondents contacted, datasets, etc.) Ownership of Deliverables All reports, datasets, tools, and materials produced under this consultancy shall remain the property of the ReGenerate Rwanda Program. The consultant shall not share or publish any materials without prior written approval. Reporting and Supervision The consultant will carry out this assessment under the supervision of the MEL Manager of the ReGenerate Rwanda Program, who will provide overall technical guidance, review and validate key deliverables, and ensure methodological alignment with the study objectives and the programs Monitoring, Evaluation, and Learning (MEL) framework. General Condition of the Consultancy The consultant and the ReGenerate Rwanda Program will agree on the remuneration and mode of payment prior to the commencement of the assignment. This agreement will clearly define the total consultancy fee, payment schedule, and conditions for disbursement, which will be linked to the satisfactory completion and approval of agreed deliverables. Anticipated Start Date 07/13/2026 Performance Location This assignment will be performed at TechnoServe office in Kimihurura with possibilities of field work/visits. Additional Information Required Qualifications and Experience Advanced degree in Social Sciences, Development Studies, Economics, Business Administration, Monitoring & Evaluation, Public Policy, or related field; At least 5 years of relevant experience conducting assessments, evaluations, or research studies; Experience in the design and use of participatory methods for assessment and evaluation. Demonstrated experience in financial inclusion, livelihoods, market systems, agent networks, or service delivery assessments; Experience of working with non-governmental organizations, private actors and government institutions. Strong qualitative and quantitative research skills; Experience working in Rwanda is strongly recommended; Excellent analytical and report-writing skills; Fluency in English required; knowledge of Kinyarwanda is an added advantage. The following documents are required for a proposal to be considered: A letter of interest addressed to the Technoserve Country Manager A Technical proposal showing the interpretation of the ToR and indicating a detailed proposed methodology and work plan. A detailed financial proposal (expressed in Rwandan Francs indicating the cost required for the undertaking of the work required) and specifying payment terms and conditions.
