Jun 2026 Intervention Sector(s): Training & Capacity Building Remuneration range: 5000 to 6000 (USD) Duration of Contract: 3 Months Context & Background About Berytech: Berytech is a leading organization in the Entrepreneurial Eco-system in Lebanon, that aims to provide a conducive environment for the creation and development of startups, through incubation, business support, counseling, funding, networking, and company hosting, hence taking part in the economic revival of the country, participating in wealth and job creation, and retaining graduates and high-level skills in Lebanon. About Euromed Clusters Forward: Euromed Clusters Forward is a 4-year project that aims at establishing and improving clusters legal policies, strengthening clusters capacity & regional cooperation, and strengthening regional value chains. Berytech is the implementing partner of Euromed Clusters Forward in Lebanon, that is funded by the European Union and coordinated by Anima Investment Network with 3 implementing partners and 9 affiliates from the Euromed region. About Cluster Booster: Cluster Booster is a technical assistance activity under the Euromed Clusters Forward led by Berytech. It aims at strengthening the skills of cluster managers, staff, and SME members in the South Mediterranean region. This 18-month program offers training and technical help to help clusters grow and succeed. Key focuses include establishing and improving the governance and sustainability models; developing strategies to attract new members; analyzing value chains for better market positioning; scaling-up their business performances and enhancing technological and innovation capabilities to foster North-South Mediterranean collaboration. Cluster Overview: A Lebanese ICT association with 120 members, of whom 90 are active, founded 20 years ago. It ambitions to enhance the cooperation and collaboration among Lebanese based ICT companies, expand the ICT penetration and adoption in Lebanon, and position Lebanon as a leading provider of ICT products and services in the region. To achieve these objectives, the association offers capacity building services, advocacy services, and access to market services such as the organization of local exhibitions and participation in global/regional trade shows. Scope of work The consultant/expert will design and deliver a capacity-building and governance strengthening program for LINC Cluster through three complementary intervention tracks: A. Up to 3 Member Capacity-Building Workshops Design and facilitate up to 3 interactive workshops for LINC Cluster members. Be responsible for the planning, coordination, and logistical organization of all workshops and coaching sessions under this assignment, including securing suitable venues for the workshops (which may be held at Berytech premises, subject to availability and coordination with Berytech), managing participant registration, maintaining attendance records, and collecting participant feedback through evaluation forms or surveys. Assess members needs and expectations to tailor workshop content accordingly. Deliver practical and participatory sessions that strengthen collaboration, engagement, and value creation within the cluster ecosystem. Topics shall include but not limited to: Raise concrete awareness on the economic value of clusters (productivity, collaboration, export growth, and economic impact) Highlight the importance of jointly managing partnerships, policy, financing, and technology within a cluster Support initial cluster formation, clarify next steps, and promote the value LINC brings Facilitate structured ecosystem and value chain mapping exercise that results in a visual output participants can own and use Provide workshop materials, tools, and recommendations that support members in applying the acquired knowledge and skills. Document key findings, challenges, and opportunities identified during the workshops. B. Board Development and Governance Workshops Design and facilitate up to 2 workshops dedicated to LINC Clusters Board of Directors. Be responsible for the planning, coordination, and logistical organization of all workshops and coaching sessions under this assignment, including securing suitable venues for the workshops (which may be held at Berytech premises, subject to availability and coordination with Berytech), managing participant registration, maintaining attendance records, and collecting participant feedback through evaluation forms or surveys. Support the Board in reviewing and strengthening its governance practices, roles, responsibilities, and strategic oversight functions. Facilitate discussions around governance best practices, board effectiveness, leadership, decision-making, and long-term sustainability. Sessions shall include but not limited to: Building more trust among the board members/ nucleus to achieve better results and outcomes Identifying a set of quick wins to be designed and implemented by the board/ nucleus Build an action plan based on the existing strategy with assigned owners Provide practical governance tools and recommendations that can be adopted by the Board to enhance organizational performance and accountability. C. Executive Coaching for LINC Management Team Deliver up to four one-on-one coaching sessions with LINKs management team between July and September 2026. Provide tailored guidance on governance, leadership, stakeholder engagement, organizational development, and implementation of priorities emerging from the workshops. Support the management team in translating workshop outcomes into actionable initiatives and operational improvements. Identify challenges, opportunities, and capacity gaps and provide recommendations for addressing them. Prepare a summary of key coaching outcomes and proposed next steps. Across all three intervention tracks, the consultant will ensure coherence between the workshops and coaching activities and will submit a final report summarizing the activities conducted, key findings, recommendations, and an action plan for strengthening LINC Clusters governance, member engagement, and organizational effectiveness. expected deliverables Inception report outlines the methodology, workplan, workshop agendas, and coaching approach. Three capacity-building workshops delivered to LINC Cluster members, including attendance and feedback collection Two governance and leadership workshops delivered to LINC Clusters Board of Directors, including attendance and feedback collection Up to four individual coaching sessions conducted with LINC Cluster management team, including attendance and feedback collection Workshops materials, presentations, facilitation tools, and supporting documentation. Final consultancy report summarizing activities, outcomes, key recommendations, and proposed actions for strengthening cluster governance, member engagement, and organizational performance. Timeline The total number of working days allocated for this consultancy is set at 60 days. Activity Due Date Member Workshop 1, 2 & 3 July 2026 Board Workshop 1 & 2 September 2026 Individual coaching sessions with management team (up to 4 sessions) July September 2026 Submission of final report October 2026 Qualifications A consultancy firm, consortium of consultants, or individual consultant with at least 7 years of demonstrated experience in cluster development, cluster governance, capacity building, or executive coaching for clusters. Proven experience in designing and facilitating workshops for associations, clusters, business support organizations, chambers of commerce, or private sector networks and in delivering coaching and mentoring programs. Strong expertise in cluster development, cluster governance, membership-based organizations, and stakeholder engagement. Strong facilitation, communication, and stakeholder engagement skills, with the ability to lead participatory workshops and manage diverse groups of participants. Fluency in English & Arabic is required.
