Background Ahlam Lajea Association (ALA) is a Lebanese non-governmental organization working to support vulnerable communities, particularly Palestinian refugees and other marginalized groups, through education, protection, psychosocial support, community development, and emergency response interventions. As part of its Organizational Capacity Strengthening and Sharing Plan supported under the ASPIRE program, ALA seeks to strengthen its institutional systems and donor compliance framework. Following recommendations from the Organizational Self-Mapping Tool (OSMT) and the Lebanon Humanitarian Fund (LHF) NGO Eligibility Assessment, ALA intends to review and update its core institutional policies and develop practical operational tools and templates to support effective implementation across all departments. 3. Scope of Work The consultant/consultancy firm will undertake the following tasks: A. Institutional Assessment and Gap Analysis Review existing organizational policies, manuals, procedures, and templates. Conduct consultations with ALA management and relevant staff. Identify gaps and areas requiring revision or development. Produce a brief gap analysis report with recommendations. B. Policy Review and Development Review and update the following documents: Finance Manual Procurement and Logistics Manual Human Resources Manual Monitoring, Evaluation, Accountability and Learning (MEAL) Framework Safeguarding Policy Prevention of Sexual Exploitation and Abuse (PSEA) Policy Code of Conduct Conflict of Interest Policy Anti-Fraud and Anti-Corruption Policy Organigram The consultant may recommend consolidation or restructuring of documents where appropriate. C. Development of Operational Tools and Templates Develop or revise practical tools and templates associated with the updated policies, including but not limited to: Finance Budget monitoring templates Budget versus actual reports Cash and bank reconciliation templates Financial reporting templates Procurement and Logistics Procurement planning templates Request for Quotation (RFQ) templates Bid analysis templates Evaluation forms Asset register Inventory and stock management forms Human Resources Employment contract templates Leave request forms Performance appraisal forms Recruitment documentation templates MEAL Indicator tracking sheets Monitoring tools Reporting templates Data collection forms D. Capacity Building Deliver training workshops for ALA staff on the revised policies and tools. Facilitate practical sessions to ensure staff can effectively apply the developed systems. Provide final guidance and recommendations for implementation. 4. Deliverables The consultant shall deliver: Inception report and workplan. Organizational gap analysis report. Draft revised policies and manuals. Final approved policies and manuals. Operational tools and templates package. Training materials and presentations. Delivery of staff training sessions. Final consultancy report summarizing activities conducted, deliverables completed, and recommendations. How to apply 5. Duration The consultancy is expected to be conducted over a period of approximately four months, from July 2026 to October 2026. 6. Required Qualifications The consultant or consultancy firm should demonstrate: At least 7 years of experience in NGO institutional capacity strengthening. Proven experience developing policies and systems for NGOs, INGOs, or UN-funded projects. Strong knowledge of donor compliance requirements, including humanitarian and development donors. Experience in finance, procurement, HR, safeguarding, and MEAL systems. Excellent facilitation and training skills. Experience working in Lebanon and/or the MENA region is an asset.
