Tenders are invited for Green Building Policy and Implementation Consultant SCOPE OF WORK AND OUTPUTS/DELIVERABLES The consultants scope of work is organized across three activity streams, aligned to the programs implementation plan. Activity 1: National Green Building Standards Development Support (Months 14) The consultant will provide technical input to support the finalization of Kenyas National Green Building Standards (GBS), working closely with the State Department of Public Works and IFC Africa. Specific tasks include: Conduct a rigorous gap analysis of institutional and market barriers to county-level GBS uptake, leveraging the Expert Advisory Group (EAG) and Technical Working Groups. Assess county-level practical applicability of the standards within Kenyas devolved governance context, with Kisumu County acting as a sounding board. Engage local industry practitioners to assess the fiscal impact of GBS adoption on the construction sector. Work with professional bodies and the National Construction Authority (NCA) to co-define clear operational roles for GBS enforcement at county level. Produce a County-Focused Implementation Blueprint that maps national and subnational roles and responsibilities and identifies key elements for realistic, impactful county-level implementation. Activity 2: Pilot County Selection and Co-Design of Implementation Curriculum (Months 24) The consultant will support the selection of two additional pilot counties and co-design a contextualized implementation curriculum for all three counties. Specific tasks include: Propose the county selection criteria and assessment matrix for discussion with the Council of Governors, UNEP, and national partners. The consultant should take into consideration the recommendations provided by the World Bank and WRI through the GBS Policy Note in 2025. Conduct a technical assessment of a shortlist of five counties based on urbanization levels, climatic diversity, availability of local low-carbon material supply chains, technical capacity, and demonstrated political commitment to GBS adoption. Facilitate the formal presentation of the proposed county selection to UNEP and the CoG for approval. Facilitate online sensitization sessions and hands-on co-design workshops, held in the selected counties and through online sessions as well, with technical officers (architects, planners, engineers, NCA officers) in each of the three counties. Develop a contextualized implementation curriculum for each county, addressing: Varied climatic zones (humid coastal to temperate highland) Local low-carbon material supply chains County-specific administrative and permitting workflows Activity 3: County Implementation Pathways, Demonstrations and National Synthesis (Months 49) The consultant will lead the hands-on application of the GBS across the three pilot counties and synthesize all learnings into a national-scale resource. Specific tasks include: Develop tailored County-Specific Implementation Pathways for each pilot county, detailing the steps to embed GBS into local permitting, compliance, and inspection processes (draft and final versions). Facilitate the selection of one suitable demonstration building project per county (preferably a public building in the countys immediate pipeline) by co-designing the selection criteria with the counties and assessing the options identified by the counties. Lead the building project assessment in each county, applying the GBS to a real-world scenario to create a tangible proof of concept for local practitioners. Integrate findings from each demonstration project into the final County-Specific Implementation Pathways. Compile the three county pathways, workflows, and inspection checklists into the Kenya Green Building Standards County Implementation Guide, subject to EAG review and co-signature by participating counties. Note: If the GBS are not finalized by the State Department and IFC by October 2026, the County Implementation Guide will be adapted based on the latest available draft, or replaced by a set of county recommendations to adjust the draft GBS, as determined by the State Department. Support the preparation and facilitation of a final national dissemination workshop to share practical learnings with 510 of the most rapidly urbanizing counties. Experience Minimum of 10 years of professional experience in the built environment, with at least 5 years focused on green building, climate-resilient design, or building standards work. Demonstrated experience conducting technical capacity assessments for government entities or professional groups (architects, engineers, planners). Experience developing technical training materials, curricula, and operational guides for built environment professionals. Proven track record of facilitating Technical Working Groups and engaging high-level stakeholders, including county governments, national government ministries, regulatory bodies (e.g., NCA), and intergovernmental structures (e.g., Council of Governors). Reporting and Cordination The consultant will report directly to the WRI Kenya Program Lead for the ZERB Accelerator. The consultant will coordinate closely with: The State Department of Public Works IFC Africa (Green Buildings team) The Council of Governors (CoG) The National Construction Authority (NCA) UNEP Nairobi The three pilot county governments (Kisumu and two TBD) The consultant is expected to attend and contribute to all Technical Working Group meetings, county co-design workshops, and the final dissemination workshop. Progress updates will be provided monthly or at the completion of each deliverable, whichever is sooner.
