The Purpose Of This Consultation Is To Establish A Framework Agreement With Purchase Orders For The Carrying Out Of Asbestos Dust Measurement Campaigns On The Censier Site, Located At 13 Rue Santeuil 75005 Paris, A Site Which Has Been The Subject Of A Transitional Urban Planning Operation Since The Summer Of 2022. This Is A Framework Agreement With Purchase Orders, Single-Awarded, Within The Meaning Of Article R2162-2 Paragraph 2 Of The Order Code Public. The Services Will Be Carried Out By Means Of Purchase Orders Issued As Needs Arise. All Services Will Be Carried Out On The Censier Site, At 13 Rue Santeuil 75005 Paris. This Framework Agreement Does Not Provide For A Minimum, And Provides For A Maximum Of €100,000 Excluding Tax In Value And Quantity (Over The Maximum Duration Of 4 Years Of The Framework Agreement), Within The Meaning Of Article R2162-4 2° Of The Public Procurement Code. This Consultation Is Conducted According To An Adapted Procedure, In Application Of Article L2123-1 Of The Public Procurement Code. Conditions For Participation Of Competitors: The Offer, Whether Presented By A Single Company Or By A Group, Must Indicate All The Subcontractors Known At The Time Of Its Submission. It Must Also Indicate The Services (And Their Amount) For Which Subcontracting Is Envisaged, The Name And Quality Of The Subcontractors Who Will Carry Them Out In Place Of The Contractor, Except When The Amount Is Less Than €600 Including Tax. In The Case Of A Group, The Form Desired By The Contracting Authority Is A Joint Group With A Joint And Several Agent. This Form Of Grouping Is Necessary For The Proper Execution Of The Services Covered By This Contract. If The Group Awarded The Contract Is Of A Different Form, It May Be Forced To Ensure Its Transformation To Comply With The Wishes Of The Contracting Authority As Indicated Above. The Criteria Used For Judging The Offers Are Weighted As Follows: Technical Value = 60%, Price Of Services = 40% The Contracting Authority Reserves The Possibility Of Organizing A Negotiation With The Candidates Having Submitted The Three Highest Ranked Offers After Application Of The Rating Criteria Above.
