The Authority For The Digitization Of Romania, As The Contracting Authority, Wishes To Conclude A Framework Agreement With A Minimum Of One And A Maximum Of Ten Economic Operators To Provide Domestic And International Passenger Air Transport Services, For A Period Of 24 Months. The Participation Of The Delegations Of The Authority For The Digitization Of Romania At Fairs, Exhibitions, And Other Similar Events In The Area Of ​​Competence Of Adr. Improving International Relations On The Topics Addressed During Conferences, Events And Their Transposition Into Romanian Legislation. Participation In The Process Of Negotiation And Adoption Of Initiatives At The European Level, In The Area Of ​​Competence Of The Adr, According To The Normative Framework Regarding The Organization And Operation Of The National System For The Management Of European Affairs With A View To Romanias Participation In The Decision-Making Process Of The Institutions Of The European Union. Framework Agreement For Services Concluded With The Economic Operators Whose Offers Will Be Declared Admissible And Compliant, And Which Will Be Ranked In The First 10 Places After Applying The Award Criteria, Subsequently Assigning, By Resuming The Competition Between The Economic Operators Signatories Of The Framework Agreement, Subsequent Contracts/Orders. The Rematch Of The Competition Will Take Place Offline. The Awarding Of Subsequent Contracts/Orders Will Be Carried Out In Compliance With The Elements/Conditions Stipulated In The Framework Agreement, By Resuming The Competition Between All Economic Operators Signatories Of The Framework Agreement, Whenever The Need Arises To Organize Trips In The Country And/Or Abroad For The Personnel Or Delegates Of The Contracting Authority. The Object Of The Resumption Of The Competition Is The Price Of Air Transport Services (Airline Tickets) Requested By The Contracting Authority. When The Competition Resumes, The Lowest Price Award Criterion Will Be Applied For The Requested Air Transport Services. Deadlines For Submission/Response To Requests For Clarifications/Additional Information: A. In Accordance With The Provisions Of Art. 160 Para. (1) From Law No. 98/2016 On Public Procurement, With Subsequent Amendments And Additions, The Deadline By Which Any Interested Economic Operator Has The Right To Request Clarifications Or Additional Information Regarding The Award Documentation Is 18 Days Before The Deadline For Submitting Offers. B. In Accordance With The Provisions Of Art. 160 Para. (2) From Law No. 98/2016 On Public Procurement, With Subsequent Amendments And Additions, The Contracting Authority Will Respond Clearly And Completely To All Requests For Clarification/Additional Information On The 11Th Day Before The Deadline For Submission Of Offers. If These Terms End On Non-Working Days Or Legal Holidays, The Term Ends At The Expiration Of The Last Hour Of The Next Working Day.
