Survey Design Services – Services Regarding The Intermediate Evaluation Of The South-East Regional Program 2021-2027. The General Objective Of The Contract Is To Analyze The Implementation Process Of Pr Se 2021-2027 In Order To Timely Identify Any Difficulties Encountered And Formulate Some Recommendations To Improve The Implementation Of Interventions From The Program. The Analysis Of The Program Will Be Done By Taking Into Account The Evaluation Criteria Related To Relevance, Effectiveness And Efficiency, Internal And External Coherence, As Well As Horizontal Themes And Visibility, Without Being Limited To These. The Evaluation Will Aim To Identify The Barriers In The Implementation Of The Interventions Provided For In The Program, The Conditions Under Which They Could Work Better, The Measures That Can Be Taken To Improve The Implementation Process. The Analysis Of The Mechanisms For Implementing The Funds Will Be Done At The Level Of The Entire Program, But Also Specifically For The Danube Delta Iti, Where Specific Dedicated Interventions Are Foreseen. It Is Desired That The Evaluation Reports Produced Under The Contract Constitute A Source Of Objective And Useful Information For Making Management Decisions At The Pr Se 2021-2027 Level, Both With A View To Improving The Effectiveness And Efficiency Of The Interventions, As Well As Obtaining And Consolidating The Effects. Also, The Evaluation Will Provide Relevant Information For Structuring The Interventions That Will Be Financed In The Next Programming Period. The Specific Objectives Of The Contract Are The Following: - Analysis Of The Effectiveness Of The Related Implementation Mechanisms Pr Se 2021-2027; - The Formulation Of Specific Recommendations For Increasing The Degree Of Absorption And The Achievement Of Achievement Indicators/Results For The Se Pr Priorities 2021-2027; - Providing Relevant Information For Structuring The Interventions That Will Be Financed In The Next Programming Period In The Southeast Development Region. The Geographical Area Covered Is Represented By The Entire Territory Of The Southeast Development Region, With The Component Counties, Respectively: Brăila, Buzău, Constanţa, Galati, Tulcea And Vrancea. The Results Of This Contract Fall Within The Requirements Of Eu Regulation 1060/2021 And Will Represent A Management Tool For The Decision-Makers, As Well As For All The Factors Involved In The Management Of The Program, Respectively: - The Decision-Makers Regarding The Evolution Of The Program: The Members Of The Monitoring Committee/ The Members Of The Evaluation Coordination Committee; - Staff With Decision-Making And Execution Functions Within Am Pr Se And Other Departments That Manage Or Support The Implementation Of Pr Se; - The Ministry Of European Investments And Projects, As The Coordinating Ministry Of European Funds In Romania; - The Categories Of Eligible Beneficiaries Within Pr Se Priorities; - Relevant Partners Involved In The Preparation And Implementation Of The Program; - The Line Ministries That Develop The Main Policy In The Areas Of Interest (Mipe, Acp Other Relevant Ministries); - Social Categories Targeted By The Intervention Effects
