Expression of Interest for Provision of Expert Support for RoHS: SEAC Capacity Building and Technical Support Services. Description: The Restriction of Hazardous Substances (RoHS) Directive regulates the use of hazardous substances in electrical and electronic equipment (EEE) to protect the environment and public health. ECHA will support the European Commission in implementing the RoHS Directive by: 1. Proposing restrictions on hazardous substances The Commission can ask ECHA to prioritise substances for restrictions and prepare restriction proposals. Alternatively, the EU Member States may prepare and submit their own RoHS restriction proposals. ECHAs scientific committees will provide expert opinions on these proposals in both cases. 2. Processing industry applications for exemptions Companies or industry groups may apply for exemptions from substance restrictions or for changes (such as renewal or revocation) to existing exemptions. ECHAs scientific committees review these applications and provide expert opinions for Commissions decision-making. The purpose of the expert service is to provide ECHA with technical support in implementing the RoHS Directive, as well as the development and delivery of training for the members of the Committee for Socio-economic Analysis (SEAC) on the RoHS processes covering both restrictions (basic principles) and exemptions (in detail). Work package I. Technical support services Support in the preparation and updating of templates and guidelines for the RoHS processes may include e.g.: Addressing ad hoc queries concerning past cases and practices, the process, and the templates and guidelines; Reviewing revised templates and guidelines; Work package II. SEAC capacity building Capacity building for the Committee for Socio-economic Analysis (SEAC) on the exemption process includes: Developing and delivering training on the RoHS Directive, covering both restrictions (basic principles) and exemptions (in detail); Presenting examples of different types of past applications, with a focus on those cases expected to be handled by ECHA in the near future; Training may be delivered in-person (in Helsinki) or remotely, subject to the Committees schedule. Training session maybe opened also for ECHA staff and the Committee for Risk Assessment members. Interest to participate must be declared exclusively via the electronic submission system. Economic operators can express interest by clicking on "Express interest". Interest to participate declared in any other way (e.g. e-mail or by letter) will be disregarded. You are kindly informed that Participation in ECHAs call for tenders is open on equal terms to all natural and legal persons registered and with legal personality in the Member States of the European Union as well as to international organizations. It is also open to all natural and legal persons established in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement. For this procedure, this means economic operators established in a country under a Stabilisation and Association Agreements or in the EEA Agreement. This procedure is, however, not covered by the Government Procurement Agreement (GPA). The rules on access to procurement do not apply to subcontractors. Subcontracting may not be used with the intent to circumvent the rules on access to procurement. Tenderers must ensure that none of the involved entities are subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU). The prohibition applies throughout the whole performance of the contract. Interested parties which do not fulfil the above-mentioned conditions may not be invited to participate to the following invitation to tender. Interested parties are reminded that the publication of an ex-ante publicity notice does not guarantee that ECHA will launch a call for tender on the subject it covers.
